Bueu asume a titularidade do treito inicial da estrada PO-315

The Bueu City Council assumes, as of October 23, the ownership of the initial section of the PO-315 road, between kilometer points 0+000 and 1+090, along with its public road domain. This is established by Decree 105/2026, of October 5, published in the Official Gazette of Galicia (DOG) no. 201, on Thursday, October 22, 2026, in section III, Other provisions. The regulation bears the signature of the president of the Xunta, Alfonso Rueda Valenzuela, and the counselor of Housing and Infrastructure Planning, María Martínez Allegue.

The decree was approved by proposal of the Ministry of Housing and Infrastructure Planning, following the deliberation of the Council of the Xunta de Galicia at its meeting on October 5, 2026. The legal formula is imposed by article 9.4 of Law 8/2013, of June 28, on Galician roads (LEG), which requires a decree from the Xunta for changes of ownership that are not inventoried urban crossings, and by article 9.7, which allows the inclusion of the adjacent public domain zone spaces in the transfer.

An agreement linked to the urbanization of Pazos Fontenla street

The transfer responds to the commitment acquired by the Galician Infrastructure Agency and the Bueu City Council in the collaboration agreement signed on July 21, 2026, to execute the urbanization of Pazos Fontenla street, phase 1. The third clause of that agreement obliged the council to accept the change of ownership of the regional section.

The transferred section corresponds precisely to Pazos de Fontenla street, integrated into the urban center of San Martiño de Bueu. According to the decree, it is a section consolidated by buildings, with a marked local and urban character, whose main function is to serve as one of the main urban roads of the center.

What changes in the road catalog

The regulation modifies, in application of article 10.6.a) of the LEG, the Catalog of the Regional Road Network of Galicia approved by Decree 100/2021, of June 24. The data for the road are as follows:

  • Key: PO-315, denomination Bueu (A Carrasqueira)-Cangas (PO-551).
  • Resulting section: from kilometer point 1+090 to 15+030.
  • Length: 13.94 kilometers, both for the section and total.
  • Functional category: local; road class: conventional.
  • Province: Pontevedra.

The Xunta justifies the operation on the grounds that the section lacks functionality within the Regional Network and that the PO-551 constitutes a road alternative of shorter length and travel time between Bueu and Cangas de Morrazo, with a better level of service. Article 18.11 of the General Road Regulations of Galicia (RXEG) only allows these transfers when no itinerary is interrupted without an equivalent alternative. Furthermore, the section between points 0+000 and 1+990 crosses land classified as urban in the General Municipal Urban Plan (PXOM) of Bueu, approved on September 22, 2017.

Deadlines and obligations for the council

  • Effectiveness: the day following its publication in the DOG, that is, October 23, 2026.
  • Formal handover: by means of a record, within three months of publication, that is, before January 22, 2027.
  • Municipal catalogue: the Bueu City Council must modify its own road catalogue to include the change.
  • Competencies: from the formalization of the handover, it assumes the management, maintenance, conservation, operation, and road discipline of the section.

The catalogue documentation and the handover record with its plans can be consulted on the website of the Ministry of Housing and Infrastructure Planning.

The change has a direct effect on the neighborhood of San Martiño de Bueu: Pazos Fontenla street will now depend entirely on the council, which will gain leeway to organize traffic, parking, and pending urbanization works, while the Xunta ceases to maintain an urban section alien to its network.
