Brussels clears 780 million euro Dutch scheme for renewable hydrogen by electrolysis
Por FactBox Admin

The European Commission has authorised a Dutch State aid scheme worth 780 million euros to support large-scale production of fully renewable hydrogen through electrolysis. The decision was adopted on 6 August 2026 under Articles 107 and 108 of the Treaty on the Functioning of the European Union, in a case where the Commission raises no objections. It was published in the Official Journal of the European Union on 8 October 2026 under reference C/2026/5251.
The measure is registered under aid number SA.122432 and is classified as a scheme rather than an individual award, meaning the Dutch authorities may grant support to beneficiaries under pre-defined conditions. Its stated objective is environmental protection and the aid takes the form of a direct grant. The overall budget is 780 000 000 EUR, the aid intensity is 100.0 %, and the scheme is to run until 31 December 2027.
A subsidy scheme for electrolytic hydrogen
The scheme is titled “NL_KGG_DGKE_EM_Subsidieregeling grootschalige productie volledig hernieuwbare waterstof via elektrolyse (OWE 2026)”, a subsidy arrangement for the large-scale production of fully renewable hydrogen via electrolysis. Its legal basis is the Kaderwet EZ-, LVVN- en KGG-subsidies, the Dutch framework act covering subsidies in the fields of economic affairs, agriculture, nature and food quality, and climate and green growth.
The economic sector concerned is the manufacture of gas, placing the measure in the industrial and energy segment of the hydrogen value chain. The decision carries EEA relevance, so it applies in the wider context of the European Economic Area and not only in the Netherlands.
Granting authority and key parameters
The body responsible for granting the aid is the Minister van Klimaat en Groene Groei, the Dutch Minister of Climate and Green Growth, whose offices are at Bezuidenhoutseweg 73, 2594 AC Den Haag. The notice sets out the parameters of the authorisation in the standard tabular format used for State aid decisions:

The published notice runs to a single page and is issued in English; the C series carries information and notices rather than binding legislation.
Why it matters
The clearance releases a national envelope of 780 million euros for electrolytic hydrogen at a time when European industrial policy is focused on scaling up renewable hydrogen production. For operators in the gas manufacturing and energy sectors, it confirms that direct grants with an aid intensity of 100 % will be available in the Netherlands until the end of 2027.
