Bronchales opens a recruitment pool for secretary-treasurer positions with a ten-day deadline

The Bronchales City Council has published the guidelines to establish a job bank, through a competitive examination process, intended to fill the vacant Secretariat-Intervention position in the municipality via interim appointment. The call for applications appears in the Official Gazette of the Province of Teruel number 179, dated September 18, 2026, with reference No. 2026-2678, and opens a period of ten business days to submit applications.
The position belongs to the Scale of Civil Servants with National Qualification, sub-scale Secretariat-Intervention, and requires a degree from subgroup A1 —Graduate, Engineer, Architect, or Bachelor’s Degree— according to the consolidated text of the Law of the Basic Statute of Public Employees, approved by Royal Legislative Decree 5/2015, of October 30. The resulting job bank will be valid for three years.
The process is resolved by competitive examination. The candidate with the highest score will be proposed for interim appointment before the General Directorate of Local Administration of the Government of Aragon, while the remaining participants will constitute the job bank, ordered from highest to lowest score.
Requirements and submission of applications
Applicants must meet the requirements at the time the submission period ends:
- Spanish nationality, in accordance with Royal Decree 543/2001, of May 18.
- Functional capacity for the performance of the position.
- To be at least sixteen years of age and not have reached the maximum compulsory retirement age.
- Not to have been dismissed through disciplinary proceedings from any Public Administration nor be under absolute or special disqualification.
- To hold a degree as a Graduate, Engineer, Architect, or Bachelor’s Degree, or be in a position to obtain it by the end of the period.
Applications, according to the model in Annex I, shall be addressed to the Mayor and submitted to the General Registry or the Electronic Office of the Bronchales City Council, or through the channels of article 16.4 of Law 39/2015, of October 1. The deadline is ten business days from the day following the publication of the guidelines in the Official Gazette of Teruel, the notice board, and the electronic office; if the last day is a non-working day, it will be moved to the first following business day.
Along with the application, a copy of the DNI, academic qualifications, certificates of alleged merits with the employment history, and proof of payment of the fee of 27.00 euros must be provided, as provided for in the fiscal ordinance regulating the fee for the issuance of administrative documents (BOPTe no. 246 annex, of 12/28/2012). The payment can be made at Ibercaja (ES18 2085 4212 2901 0000 0735) or Caja Rural (ES 07 3080 0068 3210 0126 2813).
Two phases: eliminatory examination and merit competition
The competitive examination phase, which is eliminatory, consists of a test of 50 questions with three alternative answers and three reserve questions, to be completed within a maximum time of 60 minutes. It will be scored from 0 to 30 points, at a rate of 0.60 points per correct answer, without penalizing errors or unanswered questions, and a minimum of 10 points will be required to pass. The subjects refer to Annex II of Order TDF/782/2024, of July 23, published in the Official State Gazette number 180, of July 26, 2024, with additional questions on the local government regulations of Aragon.
The merit phase, which is non-eliminatory, provides up to 20 points:
- Academic qualification: up to 4 points, with 2 points for degrees such as Law, Economics, Political Science, or Business Administration and Management.
- Passing competitive examinations: up to 4 points, with 1.5 points for each passed test of the secretariat-intervention subscale in the last three calls.
- Professional experience: up to 12 points, with 0.20 points per full month as a secretary-interventor and 0.15 points per month in other national qualification subscales.
The sum of both phases determines the final order, with a maximum of 50 points. Ties are resolved by the best score in the competitive examination and, if the tie persists, by drawing a letter.
Qualifying Tribunal and Operation of the Pool
The qualifying tribunal will be appointed by the Mayor and will consist of five members, with an equal number of substitutes, all of whom must be career civil servants of subgroup A1 in active service. Their actions shall comply with Law 40/2015, of October 1, and shall aim for parity between women and men in accordance with article 60.1 of Legislative Royal Decree 5/2015.
Once the pool is established, the call-up will respect the order of the members and will require acceptance within a period not exceeding 24 hours; anyone who does not respond to the request will move to the last place on the list, unless there is a justified cause. The assumption of office must be formalized within a maximum of three business days from the notification of the interim appointment.
The pool will remain in effect for a maximum of three years from the resolution that establishes it or until the approval of a new one. The termination of interim staff will occur automatically when the position is filled by civil servants with national qualification, upon the expiration of the maximum three-year period provided for in article 10.4 of Legislative Royal Decree 5/2015, upon the reinstatement of the replaced civil servant, or upon the conclusion of the cause that motivated the appointment.
The call for applications reflects the difficulty small municipalities face in filling positions reserved for national qualified officials (habilitados nacionales), a role that in rural areas concentrates legal faith, economic intervention, and the corporation’s secretariat. The creation of its own pool allows the Bronchales City Council to have a list of accredited substitutes and prevent the vacancy from remaining unattended.
