Brihuega suspends renewable licenses while processing its new urban plan

The Brihuega City Council (Guadalajara) has agreed to submit for public review the new version of the specific modification of its Subsidiary Planning Regulations and, simultaneously, to suspend the processing and granting of licenses for the implementation of renewable electric energy production facilities of photovoltaic and wind origin on rural land within the municipal district. The announcement, signed on August 5, 2026, by the mayor, Luis Manuel Viejo Esteban, is published in the Official Gazette of Castilla-La Mancha (DOCM) number 169, dated September 3, 2026, with reference [2026/5989].

The decision was adopted by the Plenary of the Brihuega City Council in a session on July 31, 2026, under article 36.2.A) of Legislative Decree 1/2023, of February 28, which approves the revised text of the Law on Land Management and Urban Activity of Castilla-La Mancha. The document is submitted for public consultation so that interested parties may examine it and present allegations, documents, and justifications.

Deadline and form of participation

The public information period will be one month, calculated according to article 30.4 of Law 39/2015, of October 1, on Common Administrative Procedure, starting from the final publication of the announcement in the DOCM and in the Nueva Alcarria newspaper. The announcement will also be published on the municipal Notice Board and Electronic Office.

The documentation can be consulted at the City Council offices, at Plaza Coso n.º 1 in Brihuega, from 09:00 to 14:00 hours Monday to Friday, and electronically via the council’s electronic office.

Scope of the license suspension

Under article 130 of the Planning Regulations of the revised text of the Law on Land Management and Urban Activity of Castilla-La Mancha, the processing and granting of licenses for the implementation of renewable electric energy production facilities of photovoltaic and wind origin on land classified as rural by the modification are suspended. This includes:

• Electric energy production facilities regulated by Royal Decree 413/2014, of June 6, on production from renewable sources, cogeneration, and waste.
• Self-consumption facilities in the modality with surpluses not subject to compensation.

Exceptions to the suspension

Self-consumption facilities regulated by Royal Decree 244/2019, of April 5, are expressly excluded from the suspension, specifically:

• Those in the supply modality with self-consumption without surpluses.
• Those in the modality with surpluses subject to compensation.
• The facilities referred to in section 2 of article 2 of the aforementioned Royal Decree 244/2019.

The suspension shall have the scope, effects, and duration provided for in Article 130 of the Planning Regulations and shall be terminated in the cases contemplated in said provision.

Impact for the municipality

The measure represents a temporary halt to renewable energy projects on rural land in Brihuega while the city council redefines its urban planning, which directly affects developers of photovoltaic and wind plants operating or planning installations in the district. The processing of the new version of the Subsidiary Norms, including its period for submissions, will be decisive for the future deployment of renewables in the municipality and for the balance between energy development and land-use planning.
