The Brihuega City Council has made final the credit supplement 19/2026 of the 2026 General Budget, for a total amount of 857,093.46 euros, financed by treasury surplus. The decision, adopted by the Plenary on July 31, 2026, is published in the Official Gazette of the Province of Guadalajara number 170, dated September 4, 2026, after no allegations were presented during the public exhibition period.
The budget modification is processed under article 169.1, by referral of 177.2, of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries. The agreement is signed by the mayor-president, Mr. Luis Manuel Viejo Esteban, dated September 1, 2026.
Financing with treasury surplus
The file is financed by new or higher revenues collected over the totals forecast in the current budget. Virtually the entire amount, 854,111.17 euros, comes from the concept of treasury surplus for general expenses, completing the total of 857,093.46 euros in income.
Destination of funds
The justification of the file, in accordance with article 37 of Royal Decree 500/1990, of April 20, details the works, supplies, and services projects that will be financed by the supplement:
- Patron saint festivals and celebrations: €63,096.42 for patron saint festivals, €25,000 for celebrations in outlying hamlets, and €37,000 for other celebrations, including Christmas.
- Sports services: €40,000 for sports schools and management of the municipal gym.
- Legal and contentious expenses: €40,000 for legal advice and defense.
- Works and maintenance: repairs to buildings, public roads, and public spaces (€29,500), machinery repair (€15,000), and maintenance of parks and gardens (€18,000).
- Supplies and personnel: €50,000 in electricity supplies, €24,000 in other supplies, €25,834.32 in personnel and social security expenses, and €45,000 in technical studies and works.
Among the singular actions, the repair of the roof of the History Museum (€19,196.65), the adaptation of the entrance to the Nursery School (€17,345.57), the repair of El Molinillo park street (€11,900.35), and the paving of Huertos street in Valdesaz (€8,976.84) stand out.
Appeal period
A contentious-administrative appeal may be filed against the agreement before the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha, based in Albacete, within two months from the publication of the announcement, in accordance with article 46 of Law 29/1998, of July 13. The filing of the appeal shall not, by itself, suspend the effectiveness of the agreement.
The final approval allows the city council to have additional liquidity to face the second half of the year, covering committed or exhausted items and addressing urgent maintenance and security needs in the municipality and its outlying districts.
