Bornos initially approves its 2026 budget and staffing plan

The Plenary of the Bornos City Council, in an extraordinary session held on August 25, 2026, agreed upon the initial approval of the General Budget for the year 2026, along with the Execution Bases and the personnel establishment of the municipality. The agreement, signed by the mayor Hugo Palomares Beltrán on August 27, is published in the Official Gazette of the Province of Cádiz number 168, dated September 1, 2026, under announcement number 282.188.
Regulatory Framework
The approval is processed in accordance with article 169.1 of Royal Legislative Decree 2/2004, of March 5, which approves the Recast Text of the Law Regulating Local Treasuries. This regulation requires the file to be submitted for public information before the budget becomes final, guaranteeing the participation of residents in the auditing of municipal accounts.
The file will be on display for fifteen days starting from the day following the insertion of the announcement in the Official Gazette of the Province and on the City Council notice board. During this period, interested parties may examine the documentation and submit any claims they deem appropriate.
Period for Allegations and Final Approval
The public information period is the means by which residents can challenge budget items, execution bases, or the list of job positions before they come into effect. The announcement expressly states the effect of the absence of allegations:
- If no allegations have been submitted after the fifteen-day period, the agreement will be considered definitively approved.
- If claims are submitted, the Plenary must resolve them before the final approval of the budget.
Scope of the Agreement
The initial approval affects three instruments that condition the municipal management of the next fiscal year: the General Budget, which sets the projected income and expenses; the Execution Bases, which regulate the management and auditing of spending; and the personnel establishment, which determines the job positions of the City Council and, consequently, municipal hiring.
The document is signed in Bornos on August 27, 2026, by the mayor Hugo Palomares Beltrán, and its publication in the official gazette begins the countdown of the public display period for all residents of the municipality.
