Boric prorroga por tres años a O'Farrill-Julien al frente de AGCID

The President of the Republic, Gabriel Boric Font, extended for three years the appointment of Enrique O’Farrill-Julien as Executive Director of the Chilean International Cooperation Agency for Development (AGCID). The decision was formalized through decree No. 212, from the Ministry of Foreign Affairs, published in the Official Gazette of the Republic of Chile on Wednesday, September 30, 2026. The extension is effective from January 13, 2026, and extends for a new triennium, until 2029.

The AGCID is a functionally decentralized public service, with its own legal personality and assets, subject to the Senior Public Management System of Title VI of Law No. 19,882 and under the supervision of the President of the Republic through the Ministry of Foreign Affairs. The position corresponds to the First Hierarchical Level, and its holder defines the country’s international cooperation policy.

The origin of the appointment

The Senior Public Management Council, through the National Civil Service Directorate, called for a public competition in 2022 to fill the position. The process concluded with supreme decree No. 9 of 2023, from the Ministry of Foreign Affairs, approved by the Comptroller General of the Republic on July 13, 2023, which appointed O’Farrill-Julien starting January 12, 2023, for a period of three years.

Before the expiration, the Minister of Foreign Affairs notified the holder, via Digital Public Official Letter No. 3568, dated December 24, 2025, of the renewal in the position for a new triennium starting January 13, 2026, in accordance with article fifty-seven of Law No. 19,882.

The terms of the extension

The decree establishes the conditions of the new period:

  • Position: Executive Director of AGCID, grade 1C of the Single Salary Scale.
  • Appointed person: Enrique O’Farrill-Julien, RUN No. 14,577,027-0.
  • Validity: three years from January 13, 2026, without prejudice to the faculty to renew it.
  • Senior Public Management Allowance: set at 61% according to supreme decree No. 1,389 of 2007, from the Ministry of Finance, with an annual cap of 100% of permanent gross remuneration.
  • Immediate assumption: for urgent reasons of good service, he must assume the role without waiting for the full processing of the decree.

Continuity and safeguarding of the permanent position

The text specifies that O’Farrill-Julien will retain ownership of the permanent position grade 4 of the Single Salary Scale, of the Professional Staff of AGCID, as stated in resolution TRA No. 908/2/2025, dated May 2, 2025, approved by the Comptroller General of the Republic on May 22, 2025, throughout the entire period in which he serves as Executive Director, including its renewals.

The expenditure required by the decree is charged to Item 06-05-01, Subtitle 21 “Personnel Expenses,” of the budget of the Chilean International Cooperation Agency for Development. The act also bears the signature of the Minister of Foreign Affairs, Albert van Klaveren Stork.

The extension guarantees continuity in the leadership of Chilean international cooperation for a full period of three years, in a senior public management position that coordinates official development assistance, agreements with multilateral organizations, and the country’s external projection. As it is a top-level hierarchical appointment, the decision sets the strategic orientation of AGCID at least until 2029.
