BOP Guadalajara announces competitive examination for Joint Secretary-Intervention

The Arbancón City Council has published the provisional list of applicants admitted and excluded from the selection process for the temporary coverage of a Secretary-Intervention position intended for the group of municipalities made up of Arbancón, Arroyo de las Fraguas, Santiuste and Olmeda de Jadraque. The call, published in Official Bulletin of the Province of Guadalajara No. 156 of August 17, 2026, Resolution of the Presidency of the group, resulting from a Decree of the mayor’s office of August 12, 2026, signed by the mayor Gonzalo Bravo Bartolomé.
This is a position for interim civil servant staff, intended to ensure the administrative operation of four rural municipalities in the province of Guadalajara that share secretariat and intervention services. The selection process was called by Resolution of the Presidency of the group of entities, and publication in the BOP marks the start of the period for excluded applicants to file claims or correct the deficiencies that led to their exclusion.

Excluded applicants are also recorded, whose reasons include the lack of signature on the application form and the failure to provide the required qualification. They have five business days from publication in the BOP and on the council’s electronic headquarters to file claims or correct the defects.
Composition of the selection board
The mayor’s decree appoints the eight members who will make up the board responsible for judging the selection process:

- Board member: Erika Calderari Torres
- Board member: Mª Marta Martínez Casero
- Board member: Jaime Sanz Rodríguez (alternate: Eduardo Ramón de las Peñas Plana)
- Secretary: Isabel López de la Fuente Martínez (alternate: José Javier Ruiz Ochayta)
The members of the board were proposed by the corresponding bodies that must form part of the selection board, as stated in the Resolution of the Presidency of the group.
Date, place and time of the examination
The opposition phase test will be held on September 2, 2026, at 10:00 a.m., at the Centro San José de la Diputación Provincial de Guadalajara, located at Calle Atienza, nº 4 (Guadalajara). Once the selection process has begun, subsequent announcements will be published at the venues where the practical test is held, as well as on the electronic headquarters and the notice board of the lead municipality of the grouping.
The final list of admitted and excluded applicants will also be published in the BOP, on the electronic headquarters, and on the notice board of the Arbancón City Council.
Impact on local administration
Filling this position is essential to ensure the administrative and financial operation of the four entities that make up the grouping, all of which are low-population rural municipalities in the province of Guadalajara. The joint service for secretariat and intervention allows these small town councils to have qualified staff to manage accounting, budgetary intervention, plenary secretariat, and the rest of the administrative and financial functions that the law requires of local entities, without each one needing to hire its own personnel.
