Bonastre: the 2.25 MW solar plant will not undergo ordinary evaluation

The Department of Territory, Housing and Ecological Transition has made public, through Resolution TER/3119/2026, dated September 1, the Environmental Impact Report Agreement for the Bonastre 2.25 MW photovoltaic solar plant project, in the municipality of Bonastre (Baix Penedès). The agreement, adopted by the Renewable Energies Panel in the session of May 7, 2026, determines that the project does not need to undergo an ordinary environmental impact assessment, but imposes conditions, including the undergrounding of the entire evacuation line.

The publication is made in the Official Gazette of the Generalitat de Catalunya (DOGC) number 9748, dated September 9, 2026, with the official reference CVE-DOGC-A-26245001-2026, and is signed by Marc Vilahur Chiaraviglio, Director General of Environmental Policies and Natural Environment.

A 2.25 MW project on non-urbanizable land

The plant, promoted by the company DESPRO PV MEDITERRÁNEA, SL, is located on plot 33 of polygon 13 of Bonastre, 2.5 km northwest of the urban center and 350 m from the regional road TV-2041, in the area of els Plans. It occupies an area of 3.03 ha of the 4.50 ha of the estate, and the material execution budget amounts to 1,272,185.00 euros.

The main technical characteristics of the project are:

• 3,600 monocrystalline silicon photovoltaic modules of 650 Wp, grouped in trackers of 30, 60, or 90 modules.
• Nominal output power of 2,250 kW, with 15 decentralized inverters.
• Medium voltage evacuation line (25 kV) with a length of 3,135 m to the SM Banyeres line.
• Anchoring of the structures using directly driven metal piles, without foundations.

Undergrounding the line, a key condition

The agreement notes that the plant is located within the vital space (kernel 95%) of the Bonelli’s eagle (Aquila fasciata), an umbrella species for Mediterranean biodiversity, and that three-quarters of the evacuation line route cross this space. Therefore, the Panel determines that it is necessary to underground the entire evacuation line based on alternative LE1, which utilizes 473 m of the Salomó to Albinyana livestock path, in accordance with the reports from the Bonastre City Council, the Penedès Territorial Urban Planning Service, and the GEPEC-Edc.

Additionally, other conditions are established:

• Prior surveys to detect the vulnerable flora species Anemone palmata; in the event of a positive result, activities must be halted and Rural Agents must be informed.
• Maintain environmental and compensatory measures throughout the useful life of the plant, restoring them if they deteriorate.
• Submit, upon completion of the works, a final report signed by the Environmental Management of the project verifying compliance with the measures.

A process with a long history

The file (ref. FUE-2023-03463395 - OTAATA20230297) was initiated on October 13, 2023, when the Radioactive Activities, Extractive Industries and Energy Section of the Territorial Services in Tarragona requested the documentation sufficiency report. After several amendments and reports, on February 12, 2026, the Energy Section requested the environmental impact report in accordance with Article 16 of Decree-law 16/2019, on urgent measures for the climate emergency and the promotion of renewable energies.

The environmental impact report expires if, once published in the DOGC, the project is not authorized within a maximum period of four years. The plant, located next to the authorized PV plant Bonastre 1 MW, will together form a compact photovoltaic area of just over 5 ha, an energy project of relevance for the Baix Penedès territory.
