Bonansa nullifies its 2026-2027 Economic-Financial Plan

The Bonansa City Council has annulled the Economic-Financial Plan that it had approved for the 2026-2027 fiscal years, as well as all the adjustment measures it contained. The decision was adopted by the Plenary of the Municipal Corporation in an ordinary session held on September 7, 2026, and is published in the Official Gazette of the Province of Huesca, number 173, dated September 10, 2026, page 17.
An annulment supported by the new territorial financing
The agreement voids the one adopted by the Plenary on May 26, 2026, which had approved the municipality’s Economic-Financial Plan for 2026-2027. According to the text itself, its wording and the measures it included “are not necessary” by virtue of the provisions of Article 4 of Royal Decree-Law 13/2026, of June 2, which adopts measures relating to the resources of territorial financing systems.
The regulation, published in the Official State Gazette, number 135, dated June 3, 2026, has caused the plan to “lose its purpose and mandatory wording,” as stated in the municipal agreement. In this way, the Upper Aragon municipality is released from the adjustment obligations that the economic-financial plan imposed upon it.
Content of the agreement
The plenary agreement, signed by the mayor-president Marcelino Iglesias Cuartero in Bonansa on September 9, 2026, establishes:
- The annulment of the Plenary Agreement of May 26, 2026, which approved the 2026-2027 Economic-Financial Plan.
- The annulment of the measures contained in said plan.
- The publication of the agreement “for general knowledge” in the provincial gazette.
Relevance for the municipality
The annulment represents a relief for the accounts of the Bonansa City Council, which is no longer subject to the adjustment measures provided for in the plan. The decision is part of the new territorial financing scenario opened by Royal Decree-Law 13/2026, which has led numerous municipalities to review their recovery plans as their resources improve.
