Bollullos approves 723,000 euro credit supplement using surplus funds

The City Council of Bollullos de la Mitación has definitively approved the credit modification file no. 59/2026 (5/2026 RLT), under the modality of a credit supplement in the amount of 723,000 euros, financed from the liquid treasury surplus. The agreement, adopted by the Plenary Council, is published in the Official Gazette of the Province of Seville number 172, dated September 4, 2026, with official reference BOP-SE-2026-172004.
The file, processed as Expte. 2026/CEX_01/000007, was initially approved in the plenary session held on July 31, 2026, and made available to the public via an announcement in BOP number 150, dated August 5, 2026. Following the fifteen-business-day period for claims, during which none were submitted—according to the certificate dated 01/09/2026—the initial agreement is understood to be definitively adopted in accordance with articles 177.2 and 169.1 of the Revised Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.
Destination of Funds
The credit supplement is distributed among three budgetary chapters, with the bulk of the allocation directed toward real investments:
- Chapter 2, Current Goods Expenses: 120,000.00 €.
- Chapter 4, Current Transfers: 3,000.00 €.
- Chapter 6, Real Investments: 600,000.00 €.
- Total increases: 723,000.00 €.
Financing
The entirety of the increase is covered by the municipality’s own resources, without resorting to debt. The financing is structured through the treasury surplus for general expenses:
- Chapter 8, Financial Assets: 723,000.00 €.
- Total financing: 723,000.00 €.
Legal Framework and Appeals
The publication is carried out for the purposes of article 169.1, by reference to 177.2, of the TRLRHL. A contentious-administrative appeal may be filed directly against the definitive approval agreement in the form and within the time limits established in articles 25 to 42 of Law 29/1998, of July 13, Regulating Contentious-Administrative Jurisdiction. However, pursuant to article 171.3 of the TRLRHL, the filing of the appeal shall not by itself suspend the effectiveness of the challenged agreement. The document appears electronically signed by the mayor, Ms. Clara Monrobé Cárdenas.
The approval of this credit supplement provides the council with a greater budgetary margin to meet current expenses, transfers and, above all, real investments, without increasing municipal debt. For the residents of Bollullos de la Mitación, the 600,000 euro allocation for investments represents the primary means for the improvement of infrastructure and public services in the Sevillian municipality.
