Boiro submits the new municipal markets regulation for public consultation
Por FactBox Admin

The Plenary of the Corporation of the Boiro City Council initially approved the new Municipal Market Regulations in the extraordinary session held on November 2, 2026. The agreement is published this Friday, November 6, in the Official Gazette of the Province of A Coruña (BOP no. 213), which opens a 30-day public information period for submitting claims and suggestions. The announcement bears the official reference 2026/7190 and is signed by the mayor, José Ramón Romero García, dated November 3, 2026.
The processing was based on article 49.b) of Law 7/1985, of April 2, regulating the bases of the local regime, which requires ordinances and regulations initially approved by local corporations to be submitted for public information. This is, therefore, the first step of the procedure: the text is not yet in force, and any neighbor, association, or vendor may file an objection against it before it becomes a definitive regulation.
Two scenarios depending on the objections
The outcome of the process depends directly on the citizen and sectoral response, as stated in the announcement itself:
- If no claims or suggestions are submitted, the provisionally approved agreement will be understood as definitively adopted, without the need for another step through the Plenary.
- If there are objections, they must be resolved by the corporation before the final approval of the regulations.
- The 30-day period begins to count from the publication of the announcement in the Official Gazette of the Province of A Coruña, that is, from this November 6.
- Entry into force is not immediate: it will occur with the full publication of the text and once fifteen business days have passed since the receipt of the agreement by the State and the Autonomous Community of Galicia administrations.
This double timeframe —public information first, institutional communication later— places the practical application of the regulation, in the best case, at the beginning of 2027.
The text may be consulted on the electronic office
During the exhibition period, the initially approved document can be consulted on the municipal notice board hosted on the electronic office of the Boiro City Council (https://boiro.sedelectronica.gal). The announcement does not attach the articles nor summarize its content, therefore the specific wording of the regulation —authorization regime, obligations of vendors, conditions of the markets, and disciplinary regime— will only be known by interested parties through that channel or the municipal offices.
The regulation replaces the regulatory framework in effect until now for the food market and for street vending in the municipality, an area that the council already handled fragmentarily through tax ordinances and fees.
The market already has its own weight in the municipal accounts
The economic relevance of the market for the Boiro Council is reflected in the tax management instruments approved this year. In a Mayoral decree dated August 11, 2026, published in the BOP under reference 2026/5368, the local government modified the fiscal calendar of the exercise for the second quarter rolls, including two figures directly linked to the market activity:
- The fee for the provision of services in the municipal market.
- The fee for the installation of stalls, huts, and other structures located on land for public use, as well as for street industries and street vending.
- The voluntary payment period was set between August 13 and October 13, 2026, with bank direct debit on September 7.
That decree was signed by the acting mayor-president, José Luis Ruíz Laíño, and also affected parking fees in municipal car parks and the supply of water, waste, and sewage.
The new regulation fits into a council with a consolidated budget of 32,402,649.63 euros for 2026, according to the statement of income and expenditure published in the same BOP on November 6. In the same plenary session on November 2, a credit modification file for the amount of 393,195.17 euros (file 03/2026-CE) was also approved, confirming that the regulatory activity of the local government was concentrated in a single extraordinary call.
A regulation pending the fine print
The announcement does not specify the number of spaces, categories of vendors, duration of concessions, nor the amounts of sanctions. All these elements must appear in the text displayed on the electronic headquarters and will likely be the focus of the sector’s objections.
The initial approval of this regulation closes a historical demand from the market traders and street vendors of Boiro, who lacked a specific and updated municipal regulation for an activity that generates own tax revenues and occupies public space. For the residents, the process opens a thirty-day window to influence a regulation that will organize the market for the coming years; for the vendors, it marks the calendar of the conditions to which their licenses must adapt.
