Blanes approves the subsidy guidelines for public health projects

The Blanes City Council has definitively approved the general bases for the granting of subsidies intended for non-profit entities that develop projects in the field of public health. The decision, in execution of the agreement of the Plenary of May 28, 2026, is made public by means of an edict in the Official Gazette of the Province of Girona (BOP no. 178, of September 16, 2026, reference BOP-2026_0_178_7983).

The public information process, open for thirty business days from the initial approval, has passed without any claims or suggestions being presented, in accordance with the provisions of article 124 of Decree 179/1995, of June 13, which approves the Regulation of Works, Activities and Services of the Local Entities. The edict, corresponding to file 2025/00019923R, was electronically signed by Jordi Hernández Martínez on September 8, 2026.

Object and beneficiaries

The bases regulate the conditions, the legal regime, and the procedure for the granting of subsidies awarded by the Department of Public Health, with the aim of promoting, driving, and reinforcing actions that improve the health and well-being of the municipality’s population. The grants are awarded under a competitive bidding regime, on a discretionary, voluntary, and eventual basis, and do not create an acquired right for future calls.

Non-profit entities and associations that meet the following requirements may apply:

• Be registered in the Municipal Registry of Entities as entities in the field of public health.
• Have a registered office or active delegation in the municipality of Blanes.
• Develop activities of public interest in the field of public health.
• Be up to date with tax obligations and with Social Security.
• Have correctly justified the subsidies received in previous calls, if applicable.

The participation of groups of entities is permitted, provided that one of them assumes the legal representation and the responsibility for the execution of the project.

Evaluation and resolution

Projects will be evaluated up to a maximum of 100 points, with a minimum score of 50 to be subsidized. The criteria include the quality and viability of the project (up to 20 points), the social and community impact on public health (up to 30 points), inclusion, equality, and social justice (up to 10 points), innovation and sustainability (up to 10 points), the entity’s experience (up to 5 points), previous municipal aid (up to 10 points), the promotion of the Catalan language (up to 5 points), and the response to unmet needs (up to 10 points).

The assessment will be carried out by a Valuation Commission composed of a technician from the Public Health Service, and representatives from the departments of Intervention, Environment, Public Health and Animal Welfare, Social Services, and another municipal department with experience in social, educational, or community policies. The grant will be resolved by agreement of the Local Governing Board, within a maximum period of six months from the end of the application submission deadline.

Expenses and justification

Expenses directly linked to the execution of the project, such as professional fees, rental of spaces and materials, production, communication, transport, and insurance expenses, will be eligible for subsidies. Structural operating expenses are limited to 20% of the total budget, and per diems and representation expenses to 10%. Taxes, prizes, gifts, or commercial activities will not be eligible for subsidies.

The justification must be presented within the deadline set in the call, which may not exceed three months from the completion of the project, with the possibility of an additional one-month extension in duly justified cases. The Blanes City Council will review the supporting documentation and may initiate total or partial reimbursement procedures in case of non-compliance.

Impact

With this approval, Blanes consolidates a stable and transparent framework to channel municipal resources toward entities working for community health, disease prevention, and the reduction of social inequalities. The guidelines, which will remain in effect until a substantial modification, will be deployed through annual calls in which the available amounts, deadlines, and particular conditions for each year will be established, opening the door for entities in the municipality to present their projects.
