Blanca Fernández-Velilla, new technical advisor in Justice of Aragon

The General Directorate of the Civil Service of the Government of Aragon has resolved to appoint Blanca Fernández-Velilla Herranz as Technical Advisor in the General Directorate of Justice, a position of trust filled through the system of free appointment. The appointment is formalized by the Resolution of August 6, 2026, published in the Official Gazette of Aragon number 161, of August 20, 2026, with reference BOA20260820001.

The resolution, signed by the Director General of the Civil Service, Antonio Villacampa Duque, responds to the public call launched by the Resolution of June 9, 2026, published in the Official Gazette of Aragon number 120, of June 25, 2026. The position is assigned to the Department of Presidency, Justice, Culture and Sport, and its provision is carried out at the proposal of the Technical General Secretariat of said department.

Blanca Fernández-Velilla Herranz is a career civil servant of the Corps of Superior Civil Servants of the Administration of the Autonomous Community of Aragon, within the Superior Scale of Administration, Superior Administrators. Her personal registration number is ****055568 A2001-11.

Regulatory framework

The appointment is issued by virtue of the competence attributed by article 6.3.w) of Decree 208/1999, of November 17, of the Government of Aragon. As it is a position of free appointment, the filling of the post responds to criteria of trust and special responsibility within the regional administrative structure.

The resolution does not exhaust administrative remedies. An administrative appeal (recurso de alzada) may be filed against it before the Minister of Finance, Interior and Public Administration within one month of its publication, in accordance with articles 121 and 122 of Law 39/2015, of October 1, and articles 60 and 64 of Law 5/2021, of June 29, on the Organization and Legal Regime of the Autonomous Public Sector of Aragon.

Relevance of the appointment

The incorporation of a technical advisor by free appointment reinforces the team of the General Directorate of Justice at a time when the department is managing the organization of the community’s judicial and administrative services. Being a position of trust, its provision is resolved directly by the Administration, without a public competition, which streamlines the filling of a key vacancy for the functioning of the Justice area in Aragon.
