The Provincial Council of Bizkaia has republished the call to fill positions via merit competition and service commission in the Official Gazette of Bizkaia (BOB), issue number 184, on September 25, 2026. The call was approved by provincial decree 165/2026, dated September 11, and signed by the General Deputy Elixabete Etxanobe Landajuela. The full text has been republished after an error was detected in the original publication —BOB issue 181, on September 22— and the official reference is BOB-2026a184-(I-1123).

Correction of errors and legal basis

The original call was published in BOB issue 181, on September 22, 2026, and an error was detected. Consequently, and in accordance with Article 17 of provincial decree 97/2009 (of June 15) which regulates the BOB, the full text has been republished.

The legal basis for the call are Article 34.1.g) of Law 7/1985 and Article 27.3.a) of Provincial Regulation 3/1987, and it was approved as proposed by the Provincial Deputy for Public Administration and Institutional Relations. The decree consists of four points: the approval of the call, the approval of the bases as an annex, the publication of the full bases in the BOB, and the establishment of the appeals procedure. An administrative contentious-administrative appeal may be filed against the decree within two months at the Administrative Litigation Section of the Court of Bilbao, or a request for review may be filed before the General Deputy within one month.

Which positions and how they will be filled

The call includes two different methods. The positions listed in Annex 1A will be filled by merit competition, and those listed in Annex 1B, on the other hand, by service commission. The main functions of each position are specified in Annex 1C, and the conditions for service commissions are regulated by provincial order 2192/2024, of March 15, through Articles 2 and 6.6.

The positions are distributed across various services and directorates of the Provincial Council: Foral Palace, Rekalde Council building, Lehendakari Agirre building, Treasury building, Ugasko, Gorliz farm, Aiala building, Iparragirre building, Urioste firefighters’ park, Foral Printing Office, and the Karrantza agricultural office, among others.
Annex 4 lists the positions that require a medical examination: seven in the merit competition and three in the service commission.
Annex 5 contains the language profile corresponding to each position.

Who may participate

Career civil servants, provided they are in active service, special services, or in an administrative situation that grants the right to reserve their post on the day the call is published in the BOB.
Those in situations that do not grant the right to reserve their post may also participate, provided they have completed the minimum time established for those situations; if they are successful, they will return to active service.
Those who have obtained a post through a competition, by filling a vacancy, or by entering as a career civil servant in the last two years, as well as those who have permanently ceased their functions, may not participate.
Equality between women and men will be guaranteed in the procedure, according to Legislative Decree 1/2023.
For posts involving regular contact with minors —codes 63, 64, 65, and 66— it is essential to present a negative certificate issued by the Central Registry of Sexual Offenders.

Deadlines, submission, and resolution

Applications must be submitted within a period of 10 business days, starting from the day following the publication of the call in the last official gazette; the specific bases specify that the period will be counted from the day following its publication in the Official Gazette of the Basque Autonomous Community.
Submission shall be electronic, through the Vacancy Filling and/or Selection Committees System at www.aldundia.bfa.
Once the application period has ended, the list of provisionally admitted, excluded, and priority candidates will be published within one month, and there will be a period of ten business days to file claims.
The competition will be resolved by a provincial order of the Provincial Deputy for Public Administration and Institutional Relations, and it will be published in the BOB.
The resignation from the previous post must be carried out within three business days following the publication of the resolution, and possession will be taken the following day.
A civil servant who obtains a post may not participate in another competition until two years have passed since taking possession.

Scoring and Validation Committee

The maximum score is 10 points for positions that do not require general merits, and 13.5 for those that require a test; the Basque language assessment is added to these.
In positions requiring specific merits, at least 4 points must be obtained, and taking the test is mandatory.
Experience is valued at a maximum of 2.5 points, degrees at 0.8, training courses at 1.7, seniority at 3, and personal grade at 2.
Basque language profiles are valued between 0.5 and 2 points, and between 0.675 and 2.7 in positions that have a test.
The practical test is worth a maximum of 3.5 points and lasts a maximum of two hours.
The Validation Committee is composed of persons appointed by the provincial council: a president, five career officials of the Provincial Council —one of whom is the secretary—, one staff representative, proposed by the Staff Committee, and one representative from the Institute of Public Administration of the Basque Country for language profile tests.

The call spans 85 pages in the BOB, and it is a notable opportunity for career officials of the Provincial Council: numerous positions are offered, both through permanent merit competitions and temporary service commissions, and the entire procedure is already published. Interested parties have a period of ten business days to apply, but the start of the period depends on the publication in the Official Gazette of the Basque Autonomous Community, therefore it is recommended to follow the call.
