The Provincial Council of Bizkaia has approved the early care concert

The Provincial Council of Bizkaia has approved the call for the concertation of the public early intervention service for the years 2026, 2027, and 2028, promoted by the Department of Social Action. The agreement was published in the Official Gazette of Bizkaia (BOB) number 175, on September 14, 2026, and was signed in Bilbao by Amaia Antxustegi Ziarda, the Provincial Deputy for Social Action, on September 10.
The call has a budget limit of 11,640,000 euros and will finance the therapeutic early intervention benefit aimed at children between 0 and 6 years of age. It is located within the framework of the Basque social services system and is open to all authorized centers in Bizkaia, both non-profit and for-profit.
Regulatory Framework and Precedents
The concertation is based on the social concertation regime established by Decree 13/2016 (February 2), Provincial Decree 125/2017 (October 24), and Decree 168/2023 (November 7). This system does not involve economic bidding: centers offer a number of hours in exchange for a price previously fixed by the Provincial Council of Bizkaia.
Previous concertations have also been carried out in this field for the periods 2019-2021, 2021-2023, 2023-2024, and 2024-2026. The open nature of the call —where any authorized center may request concertation at any time during the validity of the call— ensures no discrimination between centers, according to the June 2, 2016 ruling of the European Court of Justice.
Budget and Deadlines
The call will have a duration of two years and will come into effect from October 1, 2026, and may be extended for another period equal to the initial term. The budget will be financed through this item: organic 03.09, program 231108, economic 23708, project 2007/0610.
- 2026: 1,430,000 euros
- 2027: 5,770,000 euros
- 2028: 4,440,000 euros
This amount may change if the actual demand is higher than predicted.
Participation Requirements
To participate in the concertation, centers must be registered in the Registry of Social Services of the Provincial Council of Bizkaia, be up to date with tax and Social Security obligations, and not be under any prohibition or disqualification from contracting with public administrations. The request must be submitted via the electronic office at www.ebizkaia.eus, through the procedure titled “Concertación de Centros de Desarrollo Infantil y Atención Temprana 2026-2028” (procedure 3127).
The request will be resolved by provincial order within one month, and in the absence of a resolution, it will be considered dismissed by administrative silence. Centers may notify their withdrawal with three months’ notice and may also request to increase the hours offered.
Session Prices and Conditions
The price of the sessions varies according to the modality and the year, including 10% VAT:
- Individual session (60 minutes): 52.42 euros in the first year and 54.25 in the second
- Individual session (30 minutes): 27.52 euros in the first year and 28.48 in the second
- Group session (60 minutes): 33.26 euros in the first year and 34.42 in the second
- Home session: 95.06 euros in the first year and 98.38 in the second
- Coordination session: 47.53 euros in the first year and 49.19 in the second
The early intervention service is free for users, and no links may be imposed on users with any specific entity. Centers must incorporate a gender perspective into the provision and guarantee care in both Basque and Spanish, according to the Decreto Foral 63/2019 regulation.
This call ensures the continuity of the early intervention network in Bizkaia, as early intervention in the field of child development is fundamental for children aged 0-6 who have disorders or are at risk of having them. Being open to all centers and establishing fixed prices ensures transparency and equal opportunity among all agents in the sector.
