Bilbao City Council has appointed two traffic technicians for internships

Bilbao City Council has appointed two officials as trainees as technicians for Traffic Organization Systems, to fill two positions in group A, sub-group A-2. The appointment was made via the Resolution of August 31, 2026, and published in the Official Gazette of Bizkaia (BOB) number 172, on September 9, 2026, in section II.

The appointees are Juan Carlos Arnaiz Gómez and Héctor Martín Damas, and both will serve in the position of 2341.02 Traffic Control Room Supervisor under the Mobility and Sustainability Area, in two shifts, with a CD level 22 and PL3 non-mandatory Basque language profile.

Legal basis of the appointment

The Resolution was signed by the Deputy Councilor for the Culture and Governance Area, by the authority granted by the Mayor’s Resolution of June 17, 2023, and the Agreement of the Local Government Board of June 17, 2023. The legal basis includes articles 76, 78, and 81 of the Law 11/2022 of the Basque Public Employment (of December 1), and article 136 of R.D.L. 781/1986 (of April 18).

The process is based on the ninth basis of the Specific Bases approved by the Resolution of April 9, 2025, published in the BOB on April 22, 2025. The selection was carried out through a competitive examination (contest-opposition) system and in a free access modality, to fill two positions approved through the Public Employment Offers (LEP) of 2022 and 2025.

Selected persons and qualifications

Proposed by the Tribunal that judged the process, two people have passed the selection, and these were the scores obtained:

• Juan Carlos Arnaiz Gómez — 42.780 points.
• Héctor Martín Damas — 34.277 points.

Both will serve in the Mobility and Sustainability Area, in the position of 2341.02 Traffic Control Room Supervisor, in two shifts, via temporary attachment.

Six-month internship period

The internship period began on September 1, 2026, and will last for six months. Previously, the interested parties must appear at the Directorate of Organization and Human Resources of the Culture and Governance Area at 8:30 AM to formalize the assumption of office, payroll registration, and Social Security affiliation.

The evaluation is continuous throughout the internship period and will only be interrupted by justified absences of more than fifteen calendar days. Failure to pass or start the internship period will result in automatic exclusion from the selection process. Upon completion, the Area Directorate will issue a report, and the qualifying tribunal will determine whether the internship phase has been passed, submitting the appointment proposal to the Mayor-Presidency.

Officials in training will receive the salaries established in the agreement regulating municipal employees’ remuneration and will be registered in the Social Security regime. They will receive a qualification of Fit (Apta) or Unfit (Ez Apta), and the former is necessary to pass the process.

This appointment strengthens the Bilbao City Council’s capacity for traffic management by incorporating two new professionals into the strategic control center for urban mobility, and represents the next step in the fulfillment process of the 2022 and 2025 public job offers.
