Bilbao Housing has called for five administrator positions in the 2026 Public Employment Offer (OPE)

Bilbao Housing (Viviendas Municipales de Bilbao, O.A.L.) has called for five permanent administrative positions within the 2026 Public Employment Offer (OPE 2026), through an open competitive examination. The specific bases were published in issue number 168 of the Boletín Oficial de Bizkaia on September 3, 2026, and were approved by the president of the OAL on July 23, 2026.

The call offers five permanent labor-contract positions in the C1 administrative category (3rd professional classification group), with level 19 salary, and the 2nd Basque language profile is mandatory. The positions are identified by endowment numbers 3502-01, 3502-02, 3504-02, 3506-01, and 3506-02, and the selection process will be carried out via an open-access turn.

Call conditions and deadlines

To participate, applicants must meet several conditions, including having a baccalaureate or higher technical degree, Spanish nationality, being at least sixteen years old, and possessing the functional capacity to work in public administrations without any disqualifying reasons. All conditions must be met by the day the application period ends.

Applications may be submitted electronically or on paper, and the period will be twenty business days, starting from the day following the publication of the call announcement in the Boletín Oficial del Estado. Electronic applications must be submitted on the website https://opevvmm.bilbao.eus/, and paper applications at the locations specified in article 16.4 of Law 39/2015.

Selection process: opposition and competition

Selection will be carried out through a competitive examination (lehiaketa-oposizio) system, consisting of two phases. The opposition phase consists of three mandatory and eliminatory exercises:

  • First exercise: A test of 100 questions (90 evaluable and 10 reserve), based on a syllabus comprising 40 topics; a maximum of 20 points, with a minimum of 10 required.
  • Second exercise: Practical in nature, a test of 50 questions (40 evaluable and 10 reserve), based on practical cases; maximum of 20 points.
  • Third exercise: A test to verify the 2nd Basque language profile, qualified as capable or not capable; those holding a certificate issued by IVAP are exempt.

The maximum score for the opposition phase is 40 points, excluding the Basque language test. Subsequently, in the competition phase, merits will be valued: seniority up to a maximum of 15 points (3 points per year in the C1 administrative position) and training and languages up to a maximum of 3 points, for academic qualifications and knowledge of official EU languages.

Final procedures and job bank

Once the process is completed, the tribunal will publish the list of selected persons, combining the scores from the opposition and the competition, and will send the appointment proposal to the president of the OAL. Appointees will have a period of 30 days to take up the position, and the appointments will be published in the Boletín Oficial de Bizkaia and on the website https://opevvmm.bilbao.eus/.

Furthermore, a job bank will be formed from the results of the process, according to the current management criteria of the OAL, and may be made available to other public administrations. The bases of the call may be appealed, if applicable, for reversal before the Governing Council of the OAL within a period of one month, or directly within the jurisdiction of administrative litigation within a period of two months.

This call opens a new opportunity to enter public employment in Bilbao, with five permanent positions requiring knowledge of Basque, and applies the principles of Law 11/2022 on Basque Public Employment and Legislative Decree 1/2023 (equality between women and men), with equality guarantees and the creation of a job bank.
