Biescas appoints Pablo Miranda as General Administration technician

The Biescas City Council has appointed Pablo Miranda Ara as a General Administration technician to assist in the exercise of reserved functions in the smaller local entities of Gavín, Piedrafita de Jaca, and Sobremonte. The decision was made by the mayor, Lorena Cajal Escartín, through Mayoral Resolution No. 2026-0877, dated October 14, 2026. The announcement is published in the Official Gazette of the Province of Huesca number 200, corresponding to Monday, October 19, 2026, in the Local Administration section, with the official reference BOPH-2026-200005.

The official text states that, “having concluded the selection process, Pablo Miranda Ara is appointed to fill the position of General Administration Technician for assistance in the exercise of reserved functions in the smaller local entities of Gavín, Piedrafita, and Sobremonte.” The publication is carried out for the purposes of Article 62 of the revised text of the Law of the Basic Statute of Public Employees, approved by Royal Legislative Decree 5/2015, of October 30, and Article 25.2 of Royal Decree 364/1995, of March 10.

Characteristics of the position

The position is assigned to the General Services department, reporting to the smaller local entities of Gavín, Piedrafita de Jaca, and Sobremonte. Its conditions are as follows:

• Nature: civil servant, General Administration scale, Technical sub-scale.
• Group and subgroup: A2; level 21.
• Full-time, with the schedule established by the smaller local entities themselves.
• Specific supplement: 407.73 euros.
• Destination supplement: 592.11 euros.
• Dedication supplement for delegated secretariat-intervention functions: 700.00 euros.
• Number of vacancies filled: one.

The announcement details that the new technician “will carry out the functions related to the job position entrusted to him for the proper functioning of the administrative services” of the three smaller local entities, in accordance with the provisions of his catalog file.

A competitive examination process with nine applicants

The appointment closes a selection process by competitive examination (concurso-oposición) that took place throughout 2026. Mayoral Resolution No. 2026-0743, of August 24, approved the final list of admitted applicants, published in the Official Gazette of the Province of Huesca number 163, on Thursday, August 27, 2026. The list included nine candidates and set the first exercise for September 16, 2026, at 10:00 AM, at the Biescas civic center, at 4 Ramón y Cajal Street.

Subsequently, Mayoral Resolution No. 2026-0822, dated September 30, published the list of successful candidates in the Official Gazette of the Province of Huesca number 188, on Thursday, October 1, 2026. Pablo Miranda Ara was the only applicant to pass the process, with 38.5 points in the competitive examination phase and 13.90 in the merit phase, for a total of 52.40 points. The announcement granted him a period of twenty business days to submit the supporting documentation of the capacity conditions and the requirements demanded in the call.

Assistance to three nuclei of the municipality

The minor local entities of Gavín, Piedrafita de Jaca, and Sobremonte depend administratively on the Biescas City Council, which assumes the coverage of the reserved functions in these nuclei through its own personnel. The position expressly incorporates a supplement for delegated functions of secretary-intervention, which reinforces the role of the technician in the day-to-day administration of the three entities.

The context of this coverage includes the refusal of the Provincial Council of Huesca to assume the secretarial assistance requested by these entities. The extract of the resolutions of the provincial Presidency adopted between May 1 and May 31, 2026, published in the Official Gazette of the Province of Huesca number 171, on September 8, 2026, records in point 1629 the decision “not to assume the request for secretarial assistance formulated by the Minor Local Entities of Piedrafita de Jaca, Gavín, and Aso de Sobremonte,” as this provision is not configured as a legal obligation of the Provincial Council.

The incorporation of Pablo Miranda Ara thus guarantees the continuity of the administrative services of Gavín, Piedrafita de Jaca, and Sobremonte, three small nuclei that until now depended on external assistance formulas for the exercise of reserved functions. The appointment, as a civil servant and full-time, provides stability to the ordinary management of these minor local entities and reinforces the municipal structure of the Biescas district.
