Bierzo Central delega en la Presidencia la compra de una barredora

The Assembly of the Mancomunidad de Municipios Bierzo Central (Association of Central Bierzo Municipalities) agreed on September 1, 2026, to delegate to the Presidency of the entity the contracting authority for the procurement file for the supply of a street sweeper. The agreement is published in the Official Gazette of the Province of León no. 202, corresponding to Friday, October 23, 2026, with the official reference BOP-LE-2026-202010.

The decision is included in section I of the gazette, within the section for associations of municipalities, and reached the Gazette nearly seven weeks after the Assembly session that adopted it. With this, the Presidency of the association is authorized to process and resolve the contracting of the street cleaning vehicle, a preliminary step to the supply tender.

A delegation limited to the street sweeper file

The agreement does not transfer the general contracting authority of the association to the Presidency, but only that referred to the specific file for the supply of the street sweeper. This is stated in the text sent to the provincial gazette, which limits the delegation to the “street sweeper supply contract file.”

The announcement does not detail the contract amount, the delivery period, the technical characteristics of the vehicle, nor the planned award procedure, details that must be specified in the tender. It also does not identify the municipalities that make up the association nor their number, although the entity is headquartered at Avenida Galicia 369 in Ponferrada, postal code 24411 of the province of León, with telephone 987455051.

The announcement is signed by the president of the entity, Eva Cruz Álvarez, who signs the document with an electronic signature verifiable through the association’s electronic office.

The association publishes the agreement “for general knowledge” based on article 9.3 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, a provision that requires the publication of delegations of authority between organs of public administrations.

The formal elements of the announcement are as follows:

  • Issuing body: Mancomunidad de Municipios Bierzo Central.
  • Delegating body: the Assembly of the association.
  • Delegated body: the Presidency of the association.
  • Date of agreement: September 1, 2026.
  • Object: contracting of the supply file for a street sweeper.
  • Publication: Official Gazette of the Province of León no. 202, of October 23, 2026, page 19 of 48.
  • Official reference: BOP-LE-2026-202010.

Budgetary background of the entity

The association of municipalities has closed other economic files linked to investments this year. In the Official Gazette of the Province of León no. 176, dated September 15, 2026, the entity published the final approval of its budget modification file 3/2026, for extraordinary credit and credit supplements, financed from the liquid treasury surplus for a total amount of 57,388.96 euros.

That file, processed in accordance with article 169.1 by referral of 179.4 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, included 52,272.30 euros in replacement investments associated with the operation of services, in addition to credit for basic remuneration and social security. The announcement was likewise signed by Eva Cruz Álvarez as president, in Ponferrada, on August 25, 2026.

Impact for the member municipalities

The delegation unlocks the administrative path so that the Presidency can promote the purchase of the street sweeper without the need to reconvene the Assembly for every act of the file. For the residents of the municipalities integrated into Bierzo Central, the news is the prelude to a tender whose announcement will determine the amount, deadlines, and conditions of the supply, and whose result will condition the association’s capacity to reinforce street cleaning within its territorial scope.
