Bierzo Alto appoints Saúl de Yebra as garbage collection driver

The Mancomunidad de Municipios del Bierzo Alto has agreed to the appointment of Saúl Andrés (de) Yebra as a driver for the waste collection service, under a temporary labor personnel regime via a substitution contract. The decision, adopted by resolution of the entity’s Presidency, is published in the Official Gazette of the Province of León number 162, dated August 26, 2026, with official reference BOP-LE-2026-162014.

The appointment comes after the first selected candidate, José Luis Iñigo Miguel, resigned from the position on August 14, 2026, due to compatibility reasons regarding his status as a civil servant in another administration. The vacancy is thus filled by the next applicant who passed the selection process, processed under file number 26/2026.

A competitive examination selection process

The procedure was initiated ex officio by a decree from the president of the Mancomunidad on June 22, 2026, and the rules and call for applications were approved by Decree of the Presidency on the same date. The announcement of the call was inserted in the BOP of León number 118, dated June 25, 2026, for the provision of one waste collection service driver position via open competition.

Resignation and new appointment

The appointment of José Luis Iñigo Miguel was published on the Mancomunidad’s electronic office on August 13, 2026. The following day, August 14, the interested party resigned from the position due to compatibility reasons with his civil servant position in another administration, which led to the awarding of the vacancy to the next candidate in the process.

Deadlines and appeals

Against this agreement, which exhausts administrative remedies, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the Court of León within two months.

The filling of this position guarantees the continuity of the waste collection service in the Bierzo Alto region, an essential service for the associated municipalities, which is now secured following the resignation of the first selected candidate.
