Two photovoltaic solar plants in Gasteiz —Lovaina Solar and Zaramaga FV— wish to move forward in the process of obtaining administrative permits and the environmental impact assessment, and have now been opened for public consultation. The Territorial Delegate for Industry, Energy Transition and Sustainability in Álava, Javier Aizpuru Ochoa de Eribe, through an announcement on October 21 —published in issue number 210 of the Official Gazette of the Basque Country on November 3, with official reference 2026/4633— opened the public information period for the unified environmental impact study of the two projects and their associated installations. Interested parties and citizens have a period of 30 business days to submit allegations, starting from the day the announcement was published.

The decision combines three permit requests: the prior administrative authorization, the administrative construction authorization, and the environmental impact statement. The files are held by the Territorial Representation of the Industrial Administration of Álava, which is responsible for granting the prior and construction authorizations for both projects. The processing is separate for each project, but a single environmental impact study has been presented, as permitted by Article 36 of Law 21/2013; that is, the public environmental information for both installations is conducted jointly, and the administrative processing of the projects is linked to it.

Two promoters and two separate files

Each project has its own company and file number, although they are neighbors and share evacuation infrastructure. Here are the main details:

  • Lovaina Solar: the promoter is Jambo Renovables, S.L.U., and the file number is 01-GE-Y-2025-00026.
  • Zaramaga FV: the promoter is Torimbia Green Energy, S.L.U., and the file number is 01-GE-Y-2025-00027.
  • The objective of both projects is to generate electrical energy, and the area of influence is the municipality of Vitoria-Gasteiz.

The evacuation point is shared: the generated energy would enter the Gamarra-Olarizu I 30 kV line. Lovaina Solar and Zaramaga FV proceed together via a high-voltage underground line through CS Zaramaga and CS Compañía, which demonstrates the technical link between the two projects.

15.94 hectares and 4.8 MW per plant

The figures show two installations with similar technical characteristics, of the same size but in different locations. These are the details included in the announcement:

  • Lovaina Solar: 8,876 modules, 745 Wp each, and 16 photovoltaic inverters, 300 kW each; total power of 4.8 MWp. Two transformation centers, with 3,000 kVA transformers. Line: approximately 5,408 meters. Affected area: 7.3 hectares. Budget excluding VAT: 2,820,974.12 euros for the plant and 444,387.95 euros for the line.
  • Zaramaga FV: 8,064 modules, 745 Wp each, and 16 photovoltaic inverters, 300 kW each; total power of 4.8 MWp. Two transformation centers, with 3,000 kVA transformers. Line: approximately 510 meters. Affected area: 8.64 hectares. Budget excluding VAT: 2,646,733 euros.
  • The combined impact area of both projects is approximately 15.94 hectares.

This means that, in total, it is proposed to install nearly 9.6 MWp of power in the Vitoria-Gasteiz area, using the same modules and sharing transformation and evacuation structures.

How to submit allegations

The complete documentation will be available through both administrative channels, and the deadlines are counted from the date of publication of the announcement. Practical details of the call:

  • Deadline: 30 business days, starting from the day after the announcement is published.
  • Location: Territorial Representation of Industrial Administration of Álava, Samaniego Street 2, Vitoria-Gasteiz.
  • Electronic channel: On the Basque Government website, in the Public Information of Projects section under Energy and Mines / Energy.
  • Opportunity: To view the documentation and submit any appropriate allegations, both by interested parties and citizens in general.

The basis for the processing is Article 10 of Decree 48/2020, Article 53.1 of Law 24/2013, and the Environmental Administration Law 10/2021 of the Basque Country.

The fact that the process is open puts citizen participation in a phase that will condition the future of both projects: allegations may influence both the content of the environmental impact statement and the conditions of the permits, and therefore, also the pace and scope of the planned expansion of solar generation south of Vitoria-Gasteiz.
