Bernedo opens the process to fill its secretary-intervention position

The Bernedo City Council has initiated the procedure to propose the appointment of a local administration official with national qualification to lead the position of Secretary-Intervention, which is currently not being effectively held by the official occupying it under an interim appointment. The resolution, signed in Bernedo on September 17, 2026, by the Deputy Mayor Rubén Martínez Crespo, is published in the Official Gazette of the Historical Territory of Álava (BOTHA) on Friday, September 25, 2026, number 110, section II (Local Administration), with the official reference 2026-02712.

Regulatory framework and reason for the call

The call is based on articles 48 and following of Royal Decree 128/2018, of March 16, which regulates the legal regime of local administration officials with national qualification. The file is opened due to the need to fill the position and the impossibility of keeping it covered through interim status.

Five business days to submit candidacies

The second agreement opens a period of 5 business days from the publication of the announcement in the BOTHA for the submission of applications, according to the model attached as an annex. The documents may be submitted through any of the forms provided for in Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The coverage is organized through one of the forms provided for in articles 49, 50, and 51 of Royal Decree 128/2018, with the following order of priority:

• Preference will be given to candidates belonging to the same sub-scale of the position.
• Within each situation, priority is set according to the latest general merit scale published by the Basque Government before the closing date of the application period.
• Once the order of priority is established and the appointment is favorably reported by the Bernedo City Council, each candidate will be successively required to provide a favorable report from the destination local entity within a period of 10 business days.
• In the absence of candidacies, the procedure in articles 52 and 53 of Royal Decree 128/2018 will continue.

The required documentation includes a photocopy of the DNI, a document accrediting the status of local administration official with national qualification, a responsible declaration of not already holding an appointment in accumulation—if applying through that route—and accreditation of the linguistic profile.
