Berbegal licenses the operation of its municipal bar-restaurant El Meridiano

The Berbegal City Council has called for a competitive bidding process to award the administrative concession for the private use of the municipal property designated as the “El Meridiano” bar-restaurant, located at Plaza España, no. 1, in the town. The announcement, signed by the mayor-president Julián Ferrando Sarrador on October 19, 2026, is published in the Official Gazette of the Province of Huesca no. 202, of Wednesday, October 21, 2026, with the official reference BOPH-2026-202007.

A private contract with municipal specifications

The call is governed by the specifications of the concession, processed under file 1909709Z, and is supported by article 93.1 of Law 33/2003, of November 3, on the Heritage of Public Administrations. The award will not be decided by a single price, but through a plurality of criteria oriented toward the best value for money, according to the clauses of the specifications.

The property subject to the concession is municipally owned and is identified with the cadastral reference 8400905YM4580S0002JG, in the postal code 22131. The establishment is delivered furnished and equipped with machinery and equipment for the development of hospitality activities, under the terms described in the contractual documentation.

As it is a private contract, the City Council does not require the electronic submission of bids, a relevant exception for small operators in the region’s hospitality sector.

Four years without the possibility of extension

The exploitation period is set at four years starting from the signing of the corresponding concession title, without the possibility of extension, without prejudice to the obligations imposed by the specifications. It is, therefore, a time-limited concession without automatic renewal.

The deadlines and conditions of the tender are as follows:

• Deadline for submission of proposals: 15 business days from the day following the publication of the announcement in the Official Gazette of the Province of Huesca.
• Place of submission: Berbegal City Council, Plaza Constitución, 7, 22131 Berbegal, from 08:00 to 15:00 hours.
• Alternative channels: any of the registries provided for in article 16.4 of Law 39/2015, of October 1, and, where applicable, Post Offices, with entry into the General Entry Registry of the City Council in accordance with article 159.4 of the TRLCSP.
• Number of bids: each bidder may not submit more than one proposal.
• Documentation: the specifications and the rest of the documentation are available to interested parties at the municipal offices and on the electronic headquarters http://berbegal.sedipualba.es/.

The submission of a bid implies the unconditional acceptance of all the clauses of the specifications, as warned by the announcement itself.

A municipality with open administrative activity

The call for tenders coincides with other proceedings from the same town council. On October 14, 2026, the Official Gazette of the Province of Huesca No. 197 published the public exhibition of the declaration of public and social interest for the agricultural sector services center project promoted by HERMANOS PASCUAL 2023, S.L. (CIF B22049597) in polygon 8, plot 76, agreed upon by the Plenary in extraordinary session No. 10/2026 on October 8.

Regarding tax matters, the Official Gazette of the Province of Huesca No. 191, dated October 6, 2026, reported the approval of the tax rolls for the school cafeteria fee for September 2026, with a voluntary payment period between October 6 and December 6.
