Benjumea Gámez, nuevo subdirector general administrativo de Atención Social

The Governing Board of the City of Santa Cruz de Tenerife, in an ordinary session held on September 7, 2026, definitively awarded the management position of Administrative Deputy Director General of Social Care to Leopoldo Carlos Benjumea Gámez. The agreement, adopted unanimously, is published in the Official Gazette of the Province of Santa Cruz de Tenerife number 110, dated September 14, 2026, with official reference 1865383.

The position, with code D29 in the Job Position List, is assigned to the General Directorate of Social Policies, within the Government Area of Social Policies, and is filled through the free appointment procedure, according to file 1/2026/LD.

A free appointment process

The rules of the call were approved by the Delegate Councilor for Human Resources by Decree of April 23, 2026, and published in the BOP no. 55, dated May 8, 2026. The extract was inserted in the Official State Gazette no. 133, dated June 1, 2026, opening the period for submitting applications between June 2 and June 22, 2026.

Following the requirements phase, the Government Councilor for the Social Policies Area, Rosario González Carballo, issued the suitability proposal on August 20, 2026, and the General Comptroller’s Office reported its conformity on September 1, 2026. The authority for the appointment corresponds to the Local Governing Board in accordance with article 127.1.i) of Law 7/1985, of April 2, Regulating the Bases of Local Regime.

The candidates and the chosen profile

In addition to the awardee, three other applicants met the participation requirements, along with the withdrawal of a fifth applicant:

  • María Paz Amil Romero, graduate in Law, with a trajectory in legal and human resources management.
  • Yeray Cejas Hernández, career civil servant, General Administration Technician (A1) of the City Council of San Cristóbal de La Laguna.
  • Javier Oliveros Valle, civil servant of Subgroup A1 of the State Aviation Safety Agency.
  • Erasmo Sánchez García, whose withdrawal was accepted outright.

The evaluation prioritized merits directly related to the position, recognizing in Benjumea Gámez a special suitability due to his management and leadership experience, his economic-financial and budgetary knowledge and, singularly, his tenure as CEO of the Municipal Institute of Social Care between September 25, 2023, and December 31, 2025.

Remuneration and taking office

Position D29 carries a level 30 destination supplement and a specific supplement of 1329 points, with the following monthly remunerations:

  • Salary (A1): €1,387.24
  • Destination supplement: €1,211.77
  • Specific supplement: €2,611.49
  • Social Security: €1,530.36

The successful candidate must sign a special senior management employment contract within three business days from the publication of the agreement, with a probationary period of nine months. They shall be subject to the incompatibility regime of Law 53/1984 and must submit their declarations of assets and activities within three months.

Relevance for the citizenry

The definitive filling of this management position consolidates the administrative leadership of the municipality’s social care area, which is key to the management of social services and policies in Santa Cruz de Tenerife. The agreement concludes the administrative process, and an appeal for reversal may be filed within one month or before the contentious-administrative jurisdiction within two months.
