Beniel modifies its staffing table and the 2026 municipal budget

Initial approval by the Municipal Plenary

The Plenary of the Beniel City Council, in an extraordinary session held on August 5, 2026, agreed to initially approve two files processed simultaneously that affect the organization of staff and the municipality’s finances. The decision, published on August 18 in the Official Gazette of the Region of Murcia (No. 189), opens a 15-day public information period during which interested parties may examine the files and submit allegations.

The Mayor-President, María Carmen Morales Ferrando, signed the notice on August 6, 2026, one day after the plenary session. If no claims are submitted during the exposure period, the agreements will be deemed definitively approved without the need for a new Plenary agreement.

Two files, one single procedure

The amendment is structured around two files processed simultaneously:

  • File 2311/2026: partial amendment of the Staffing Structure of the City Council, with the specifications of level, group, and specific supplement detailed in Annex I of the plenary agreement.
  • File 3081/2026: amendment of the staff roster and credit number 12 of the current 2026 Municipal Budget, in the form of credit supplements financed from cancellations or write-offs of credits deemed deductible with no net impact on local finances.

Both files are processed as public information procedures, in accordance with Article 170 of the Consolidated Text of the Local Government Finance Regulatory Law.

Affected positions

According to the official notice, the amendments to the staffing structure are specified in the following positions, with their resulting pay characteristics:

  • Local Police Officer — Group C1, destination supplement level 22, annual specific supplement of €22,328.32.
  • Local Police Deputy Inspector — Group B, level 24, specific supplement of €23,723.84.
  • Local Police Deputy Inspector (to be phased out) — Group C1, level 22, specific supplement of €23,723.84.
  • Chief Inspector of the Local Police — Group A2, level 6, specific supplement of €23,723.84.
  • Library Technician — Group B, level 22, specific supplement of €11,339.60.
  • Head of New Technologies — Group B, level 22, specific supplement of €12,211.60.
  • Administrative Officer — Group C1, level 20, specific supplement of €7,000.00.
  • Administrative Assistant — Group C2, level 18, specific supplement of €5,500.00.
  • Administrative Management Technician — Group A2, level 23, specific supplement of €10,700.00.
  • Administrative Section Head — Group C1, level 23, specific supplement of €7,000.00.

Appeals and deadlines for interested parties

The announcement establishes that interested parties may submit claims to the Plenary of the Corporation within a period of 15 business days counted from the day following publication in the BORM. Once this period has elapsed without objections, the agreements will be definitively approved, exhausting the administrative route.

Against the definitive agreement, a optional appeal for reconsideration may be filed before the Plenary, within the month following the end of the public information period, or alternatively a contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Murcia within a period of two months.

Impact on the municipality

The modification of the staffing table and the budget allows the Beniel City Council to reorganize its human resources —especially in the Local Police and administrative services— and to reallocate credits without increasing total expenditure, given that the supplements are financed through cancellations or reductions of other budget items. It is a common operation in municipal management that reflects the corporation’s adaptation to its operational needs mid-fiscal year.
