Benicarló opens its 2026 emergency plans for public consultation

The Plenary of the Benicarló City Council, in an ordinary session held on July 30, 2026, initially approved the municipality’s 2026 Emergency Plans, which are now on public display for twenty business days for interested parties to submit allegations. This is stated in the announcement published in the Official Gazette of the Province of Castellón, number 111, dated September 15, 2026, with reference 04060-2026-U.

The period for allegations is calculated from the day following the publication of the edict in the provincial gazette. During this period, the plans may be examined at the offices of the municipality’s Local Police, in the building at 94 Sant Francesc Street, Monday to Friday from 9 a.m. to 2 p.m., as well as through the municipal website. The announcement is signed by the delegated councilor for Local Police and Civil Protection, Fabián Juan Flos Ruiz.

Three plans for the municipality’s civil protection

The initially approved file integrates three emergency planning instruments that organize the municipal response to different risk scenarios:

• Municipal Territorial Emergency Plan of Benicarló, the general framework for the coordination of local civil protection.
• Municipal Action Plan against the risk of Flooding in Benicarló, oriented towards prevention and response to torrential rain episodes.
• Municipal Action Plan against the risk of Forest Fires in Benicarló, which regulates action against fires in the natural environment of the district.

Legal framework and allegations process

The public exhibition is processed in accordance with Article 23.3 of Law 13/2010, of November 23, of the Generalitat, on Civil Protection and Emergency Management, and with Article 83.2 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. During the period of twenty business days, interested parties may examine the file and submit to the Plenary any claims and allegations they deem appropriate.

Final approval

The edict warns that the 2026 Emergency Plans will be considered definitively approved if no claims have been submitted during the aforementioned period. In this way, citizen participation in the process is decisive for the entry into force of instruments that establish the municipality’s action protocols for emergencies of various natures.

The update of these plans reinforces Benicarló’s response capacity to natural and territorial risks, a key aspect for the safety of its residents and for coordination with other administrations regarding civil protection.
