The Local Government Board of the Benicàssim City Council, in a session held on August 21, 2026, approved the specific regulatory bases for the granting of subsidies for the Benicàssim Commerce Vouchers Campaign 2026, published in the Official Gazette of the Province of Castellón number 111, dated September 15, 2026, under file number 10559/2026. The initiative allocates 40,000 euros to finance half the value of purchases made in participating retail establishments within the municipality.
The program, signed by the Mayor-President Susana Marqués Escoín, is part of the Strategic Subsidy Plan of the Benicàssim City Council for 2026 and the execution bases of the municipal budget for the fiscal year. The grants are financed through budget allocation 412.4312.47200, titled “Local Commerce Promotion Grants.”
How the vouchers work
The campaign consists of the issuance of vouchers for 20, 50, and 100 euros, which consumers can acquire by paying only 50% of their nominal value, with the other 50% being the municipal subsidy. The City Council, through a collaborating entity, will settle the value of the voucher to the establishment on behalf of the consumer.
- €20 vouchers: the consumer pays €10.
- €50 vouchers: the consumer pays €25.
- €100 vouchers: the consumer pays €50.
- Maximum limit of €200 in vouchers per person (equivalent to a €100 subsidy).
- Vouchers are nominative, linked to the ID (DNI), and cannot be exchanged for cash or refunded.
Who can participate
Vouchers may be acquired by individuals over 18 years of age registered as residents in Benicàssim on the date of the call, who are not subject to the causes listed in Article 13 of the General Subsidies Law 38/2003, and who are up to date with the Tax Agency, Social Security, and the municipal treasury. Purchases will be made through the collaborating entity’s online sales platform, with two days enabled for in-person purchases for those with difficulties accessing the system electronically.
For their part, retail shops and service companies with a physical point of sale open to the public in Benicàssim and a maximum staff of 15 employees may join free of charge, provided they are registered under the IAE (Economic Activities Tax) headings specified in the bases (retail trade, repairs, travel agencies, hairdressers, veterinary clinics, among others).
Management and deadlines
The campaign will be managed by a collaborating entity, which will act on behalf of the City Council following the signing of the appropriate agreement. Of the total budget, 31,000 euros are allocated to the issuance of vouchers and a maximum of 9,000 euros to compensate for the management expenses of the collaborating entity.
- Vouchers may be acquired and used during the period established by the call, which shall not be less than 15 days.
- Access will be determined by order of application until the available credit is exhausted.
- Unused vouchers will expire at 23:59 on the last day of the period.
- The maximum period to resolve the granting of the aid will be six months, with a negative administrative silence in the contrary case.
The grants do not require notification to the European Commission as they do not meet the requirements of Article 107 of the Treaty on the Functioning of the European Union, given that they are aimed at a group that does not carry out an economic activity. The granting resolution will be published on the Edicts Board of the municipal electronic office and in the National Grants Database.
The campaign represents a direct boost to the commercial fabric of Benicàssim, by reactivating local consumption and benefiting both registered households and small retailers in the municipality, within a context of support for the local economy.
