Benavente approves the final list for two firefighter-driver positions

The Benavente City Council has approved, via Mayoral Decree No. 2026/2138, the final list of admitted and excluded applicants in the selection process for the permanent provision of two Firefighter-Driver positions, through the open competition system, as well as for the establishment of an employment pool. The resolution, signed on September 8, 2026, is published in the Official Gazette of the Province of Zamora No. 105, dated September 9, 2026 (official reference R-202602144).
The process is governed by the ninth regulatory basis of the call and affects dozens of applicants vying for two positions in the municipality’s fire extinguishing service, a key area for the security of the town and its surroundings.
Final list of admitted and excluded applicants
The final list of admitted applicants includes a total of 68 candidates, identified in the announcement by the final digits of their identification document, among which are the codes *6435, *5129, *5521, *3405, *3602, *9559, *6297, *7577, *3292 and *2235, among others.
The list of excluded applicants includes 8 people, for the following reasons:
- 1 — Failure to attach academic qualifications (third and eighth bases).
- 2 — Failure to attach the responsible declaration (Annex I), third and eighth bases.
- 3 — Failure to attach the C+E driver’s license, third and eighth bases.
- 4 — Submission of the application after the deadline (eighth basis 8.2).
- 5 — Failure to pay the examination fees (eighth basis 8.3.1).
Composition of the tribunal
The announcement also establishes the composition of the qualifying tribunal, respecting the provisions of Article 15 and following of Law 40/2015:
- President: Mr. Miguel Ángel Blanco Rodríguez, officer of the Local Police of the Benavente City Council.
- Secretary: Ms. Ana de Paz Blanco, administrative staff of the Benavente City Council.
- Members: Mr. Eduardo Villalibre Toral (fire sergeant of the León City Council), Mr. Mario Luengo Gonzalo (corporal of the Zamora Consortium), and Mr. Blas Castrillo Martínez (non-commissioned officer of the SEPEIS of the Provincial Council of León).
The following are designated as alternates: Mr. José Luis Serrano Alfayate (president), Ms. Concepción Cachón Travesedo (secretary), and members Mr. Víctor Hierro de Castro, Mr. Carlos Ferrero Martínez, and Mr. Luis Fernando Barbero Nieto. Recusation may be promoted against these appointments under the terms of Article 24 of Law 40/2015.
First test and appeals
Admitted applicants are summoned to the first test of the competition phase (specific knowledge) on October 8, at 11:00 AM, at the IES León Felipe (Avenida Federico Silva, 46, Benavente), room 012.
Against the final approval of the list, which is final in administrative proceedings, a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Zamora within two months, or, previously and optionally, a motion for reconsideration before the City Council itself within one month, in accordance with articles 123 and 124 of Law 39/2015.
The resolution, signed by the Mayor on September 2, 2026, takes a decisive step toward strengthening the staff of the Benavente fire service, for which the filling of two permanent positions and the creation of a job pool are essential to guarantee the operability and safety of the municipality in the face of emergencies.
