Benavente amplía créditos por 366.400 euros para energía, agua y préstamo

The Plenary of the Benavente City Council, in an extraordinary session held on October 22, 2026, agreed to the initial approval of the credit modification file no. 17/2026 of the current budget, in the form of a credit supplement, for the amount of 366,400 euros. The agreement is fully financed by the treasury surplus for general expenses and is published in the Official Gazette of the Province of Zamora no. 126, of October 26, 2026, with the official reference R-202602480.

A budget that rises to 2.92 million

The modification increases the credits allocated in the expenditure chapter from 2,551,707.14 euros to 2,918,107.14 euros, representing an increase of 14.36% over the initially planned budget. In the revenue chapter, the operation is implemented through application 87000, corresponding to the treasury surplus for general expenses, whose initial forecast was zero euros and which now has final forecasts of 1,820,293.69 euros.

The file is processed in accordance with the provisions of article 169.1, by referral of article 177.2, of the recast text of the Law Regulating Local Treasuries, approved by Royal Decree 2/2004, of March 5. The plenary agreement is dated in Benavente on October 22, 2026, and signed by the mayor, with an electronic signature date of October 23.

Energy, fuel, and water concentrate the increases

The largest block of expanded current expenditure corresponds to energy supplies, totaling 28,800 euros distributed across nine budget applications:

  • Electric energy: 5,400 euros in total, with 400 euros in application 15100-22100, 2,000 euros in 23100-22100, and 3,000 euros in 43120-22100.
  • Gas: 19,700 euros, with increases of 9,200 euros in application 34100-22102, 3,500 euros in 33210-22102, 3,000 euros in applications 32300-22102 and 33400-22102, and 1,000 euros in 23100-22102.
  • Fuels and lubricants: 3,700 euros, with 3,000 euros in application 34100-22103 and 700 euros in 32300-22103.

The water supply service receives the largest individual increase in the current chapter: 26,500 euros in application 16100-22101, which goes from 1,338,383.99 to 1,364,883.99 euros. There are also notable increases in the items for postage, with 22,000 euros more up to 146,200 euros, and for repairs, tools, and machinery, with 10,000 euros more in application 16300-21300.

250,000 euros more to amortize the loan

The largest item in the entire file is that of loan amortization (application 01100-91300), which receives 250,000 additional euros and goes from 760,000 to 1,010,000 euros, representing 68.2% of the approved supplement. Consequently, the council’s financial burden is focused on reducing outstanding debt rather than on new operating expenses.

The remainder of the supplement is distributed among smaller items with a transversal scope for the daily operation of municipal services:

  • Building rentals: 3,300 euros (application 15100-20200).
  • Cleaning and hygiene products: 5,000 euros (16300-22110).
  • Miscellaneous expenses: 3,000 euros in 16300-22699, 4,000 euros in 92000-22699, and 300 euros in 17210-22699.
  • Non-inventoriable office supplies: 2,000 euros; non-inventoriable computer equipment: 2,000 euros; furniture and fixtures: 4,000 euros.
  • Newspapers, magazines, and other publications: 3,000 euros.
  • Buildings and other constructions: 2,000 euros (33210-21200); repairs in application 23100-21300: 500 euros.

Fifteen days of public exhibition

The announcement subjects the file to public information for a period of fifteen days, counted from the day following the insertion of the announcement in the Official Gazette of the Province of Zamora, so that interested parties may examine the file and present any claims they deem appropriate. If no allegations have been presented after said period, the agreement will be considered definitively approved.

The publication is carried out in section III, Local Administration, of the provincial gazette, under the heading of the City Council of Benavente, and the document incorporates the validation code 5D7C39A4SJYF5WL6QFZZAMM57 for electronic verification at the headquarters of the Provincial Council of Zamora.

The operation has an immediate effect on the spending capacity of all municipal services in Benavente: the increases in electricity, gas, fuels, and water respond to the rising cost of supplies that support lighting, facilities, parks, and the fleet, while the 250,000 euros allocated to early amortization reduce the debt and, with it, future interest charged to local coffers. The period for allegations remains open from the day following October 26, so that any resident or interested entity may challenge the distribution before the supplement becomes final.
