Por FactBox Admin

The Benasque City Council has approved the regulatory bases and the call for mobility scholarships for students pursuing higher education outside the municipality during the 2025/2026 academic year, with a budget of 25,000 euros. The call was approved by Mayoral Resolution number 270, dated October 6, 2026, and is published in the Official Gazette of the Province of Huesca number 197, dated October 14, 2026, under the official reference BOPH-2026-197004.
Purpose and framework of the call
The grants, processed by the municipal Secretariat under announcement number 4509, aim to contribute to the travel expenses of students who do not have educational options available in the town. The approved text expressly states that the call constitutes a tool to retain population and fight against depopulation and the demographic challenge, supporting the economic viability of resident families.
The scholarships are granted on a competitive basis and open call, and are governed by Law 38/2003, of November 17, General Law on Subsidies, Law 5/2015, of March 25, on Subsidies of Aragon, and the execution bases of the municipal budget. The maximum global credit amounts to 25,000.00 euros, charged to budget application 2026.3260.48000 for the 2026 fiscal year.

Required academic performance
The minimum percentages of credits passed vary according to the field of knowledge:
- Arts and Humanities: 80%.

- Social and Legal Sciences: 80%.
- Health Sciences: 70%.
- Engineering, Architecture, and technical education: 58%.
In Higher Level teachings of Plastic Arts and Design, Sports, and Music and Dance, passing 75% of the modules or hours is required; in Intermediate Level of these same teachings, all subjects from the previous year except two, or 75% of the modules.
Amounts and valuation criteria
The individual amount starts from a guaranteed fixed fund of 200.00 euros for each application that meets the basic requirements. The remainder of the credit is distributed through competitive bidding based on academic performance, with a points table ranging from 50 points for university students with 100% of credits passed to 5 points for the minimum bracket in Intermediate Level. Students enrolled in less than a full course receive an amount proportional to their credits.
The evaluation is carried out by a technical Valuation Commission, composed of personnel from the Culture and Education area. The instructing body is the Education area, through the municipal Technician for Tourism and Culture, and the final grant is approved by Mayoral Resolution following auditing by the municipal Comptroller.
Deadlines and processing
- Application period: 20 calendar days from the day following the publication of the call summary in the Official Gazette of the Province of Huesca.
- Correction of documentation: 10 business days.
- Allegations to the provisional resolution proposal: 10 business days.

Applications may be submitted in person at the municipal offices or electronically through the electronic headquarters of the Benasque City Council. An optional appeal for reversal may be filed against the call within one month before the Mayor’s Office, or a contentious-administrative appeal before the Contentious-Administrative Courts of Huesca within two months. The text is signed by the mayor, Manuel Mora Bernat, on October 9, 2026.
Impact for local families
The call responds to a structural reality of the municipality: the absence of higher education offerings forces young people to relocate and increases the cost of their training. With 25,000 euros and a guaranteed minimum of 200 euros per beneficiary, the Benasque City Council seeks to alleviate this cost and, at the same time, retain the young population in a territory affected by the demographic challenge.
