Begur entrusts the Housing Agency with the promotion of affordable housing in Esclanyà

The Plenary of the Begur City Council, in a session held on September 1, 2026, approved the collaboration agreement with the Housing Agency of Catalonia to entrust the management of the promotion of official protected housing (HPO) on the municipal plot at 5B Sant Josep Avenue, Esclanyà. The agreement is published in the Official Gazette of the Province of Girona number 176, dated September 14, 2026, with edict 7857 and official reference BOP-2026_0_176_7857 (file 2916/2026).

The purpose of the agreement is to commission the Agency to process a public tender to select the developer who will build the officially protected housing on this plot, as well as to establish in favor of the Agency a surface right so that it may formalize the transfer to the awarded developer and supervise compliance with the conditions. The stated objective is to promote protected housing and respond to the housing needs of the municipality of Begur.

A public tender with publicity and competition

The agreement establishes that the Housing Agency of Catalonia will process the tender through a procedure with publicity and competition, will draft the regulatory specifications, and will set the conditions and criteria for the selection of the developer. The assignment will be carried out using the Agency’s own personnel and material resources, without passing any cost on to the City Council.

• Free establishment of a surface right in favor of the Agency.
• Duration of the surface right: 75 years, under the terms of the agreement and the future specifications.

A second tender for plot 5A

The Plenary also agreed to assume the commitment to process, in a later phase, a second municipal public tender for plot 5A of Sant Josep Avenue in Esclanyà, once full legal availability has been achieved. This second procedure will be carried out respecting the principles of publicity, transparency, and competition established in the same agreement.

The agreement, which is immediately executable and ends the administrative route, may be challenged through an optional appeal for reversal before the body that issued it within one month, or directly through a contentious-administrative appeal before the Contentious-Administrative Section of the High Court of Justice of Catalonia in Girona within two months. The agreement was electronically signed by the mayor, Maria Teresa Selva Huertas, on September 3, 2026.

Boosting protected housing on the Costa Brava

The development of social housing in Esclanyà represents a significant step toward expanding the supply of affordable housing in a coastal municipality with strong real estate pressure such as Begur. The collaboration with the Housing Agency of Catalonia allows for the delegation of the technical management of the tender and the supervision of compliance with the conditions, at no cost to the municipal coffers, and opens the door to a second development on the adjacent plot.
