Úbeda appoints Luis Martos Martínez as a career urban planning inspector.

The City Council of Úbeda has announced the appointment of Luis Martos Martínez as a career civil servant in the permanent post of Urban Inspector, after passing the selective internal promotion process convened in execution of the Public Employment Offer for the year 2022. The appointment is adopted by Mayoral Decree number 2975/2026, entered in the book of Decrees on 30 July 2026, and published in the Official Gazette of the Province of Jaén, number 157, of 14 August 2026, page 12675. The notice corresponds to edict 2026/3721.

The process is part of the internal promotion of the Consistory’s civil service staff and is governed by Rule 11 of the General Rules governing the selective processes convened by the City Council of Úbeda for internal promotion, approved by Mayoral Decree number 1917/2024, of 18 June 2024, and published in the BOP of Jaén, number 131, of 5 July 2024. In accordance with that rule, those who pass the selective process obtain appointment as career civil servants in the post convened, which is what is now announced.

A promotion through internal selection

The notice, signed on 30 July 2026 by the mayoress of Úbeda, Antonia Olivares Martínez, gives publicity to the appointment of Luis Martos Martínez once the corresponding selective process has been passed. The administrative milestones of the procedure are as follows:

• Regulatory rules: Rule 11 of the General Rules, approved by Mayoral Decree number 1917/2024 (18 June 2024).
• Call: internal promotion of the Consistory’s civil service staff in execution of the OEP 2022.
• Appointment: Mayoral Decree number 2975/2026, entered in the book of Decrees on 30 July 2026.

Taking up the post and effects

The edict specifies that taking up the post must be carried out within one month, counted from the day following the date of publication of the appointment in the Official Gazette of the Province of Jaén. Published the notice on 14 August 2026, the period begins to run from 15 August, so the person concerned must formalize his incorporation before mid-September.

With this appointment, Úbeda definitively consolidates the position of the Urban Inspector, a key role for the supervision of planning and urban discipline in one of the main cities of the province of Jaén. The publication in the official bulletin also closes an internal promotion process linked to the 2022 OEP, which reinforces the stability of the municipal workforce and the Consistory’s capacity for urban control.
