MER2 BESS Batteries in Mérida released for public information

The Regional Ministry of Industry, Energy, Science and Territory of the Junta de Extremadura has opened for public consultation the request to modify the prior administrative authorization of the MER2 photovoltaic installation, located in the municipality of Mérida (Badajoz), due to the incorporation of an electrochemical storage module using batteries called BESS MER2. The announcement, signed on August 6, 2026, is published in the Official Gazette of Extremadura (DOE) number 160, dated August 19, 2026, and opens a period of 30 business days to submit allegations.

The processing is framed within file GE-M/75/20 and is based on Law 24/2013, of December 26, on the Electricity Sector, and Article 125 of Royal Decree 1955/2000, of December 1, which regulates the authorization procedures for electrical energy installations. The FV MER2 photovoltaic plant already holds prior administrative and construction authorization (DOE number 239, of December 15, 2022) and an operating authorization granted on April 30, 2025, to the company Bloggers Energías Renovables, SL.

The hybridization project

The request was submitted on April 9, 2026, by Mr. Hugo Álvarez López, representing Bloggers Energías Renovables, SL, with CIF B90397464 and registered office at calle General Castaños, 13, 2.º izquierda, 28004 Madrid. The storage module will be located in polygon 44, plot 210, of the municipality of Mérida.

The technical characteristics of the BESS MER2 module are as follows:

• Installed power of the storage module: 11,502 kW.
• 9 battery containers of 2,507.50 kW each, with a total power of 22,567.50 kW and a storage capacity of 5,015 kWh per container (45,135 kWh in total), with a charge/discharge time of 4 hours.
• 54 inverters of 213 kW power each (11,502 kW in total) and 2 transformers of 12,300 kVA (one of 9,000 kVA and another of 3,300 kVA, both 15/0.8 kV), plus 3 auxiliary service transformers of 210 kVA.
• 15 kV underground connection line in two sections, 13 m and 126 m in length, connecting transformation centers CT-1.1 and CT-1.2 with the sectioning center CS MER2.

Scope and budget

The installation only allows for the accumulation of part of the electrical energy generated at the photovoltaic plant, for the purpose of storing energy coming from the solar installation. In the common evacuation infrastructures, the expansion of the existing sectioning center CS MER2 is planned with a new line cell for the connection of the battery module. The total material execution budget of the project amounts to €5,967,699.47.

How to consult and object

The documentation may be examined at the offices of the General Directorate of Industry, Energy and Mines, at Paseo de Roma, s/n, Module D, 1st floor, 06800 Mérida, from 8:00 to 15:00 hours, Monday to Friday on working days. The project and the announcement may also be consulted via the public information website of the Department. Allegations must be addressed to the aforementioned body within a period of 30 business days, counting from the day following the publication of the announcement. The announcement is signed by the Secretary General, María Concepción Montero Gómez, acting on behalf of the Director General.

The hybridization of the MER2 plant with battery storage reinforces the solar energy management capacity in the region, a relevant step for grid stability and the utilization of renewable surpluses. Citizen and energy sector participation during the allegations period will be key to defining the future of this infrastructure in the surroundings of Mérida.
