35.12 MW BESS Battery to hybridize the Rey III solar plant in Carmona

The Industry and Energy Area of the Government Sub-delegation in Seville has opened for public consultation the request for prior administrative and construction authorization for the BESS Battery Energy Storage Module with an installed capacity of 35.12 MW, intended for hybridization with the existing Rey III Solar photovoltaic plant, in the municipality of Carmona (Seville). The announcement is published in the Official Gazette of the Province of Seville number 177, dated September 11, 2026 (reference BOP-SE-2026-177023).

The project promoter is Villablanca Solar 1, S.L., whose request was entered into the area’s registry on August 10, 2026. The file is being processed under reference PFOT-139-ALM.

Project Scope

The storage module is integrated into the existing Rey III Solar photovoltaic plant, with an installed capacity of 96 MW, definitively registered in the Administrative Registry of Electric Power Production Facilities under key RE-116066. The evacuation infrastructure comprises:

• An underground power line at 30 kV, from the storage module to the Rey III-IV 30/220 kV substation.
• Expansion of the Rey III-IV 30/220 kV substation.

The remainder of the evacuation infrastructure, from the Rey III-IV 30/220 kV substation to its connection to the transmission grid at the Carmona 220 kV electrical substation, owned by Red Eléctrica de España, S.A.U., is already in service and is not part of the scope of this file.

Regulatory Framework

The processing is based on Royal Decree 997/2025, of November 5, which approves urgent measures for the reinforcement of the electrical system. Its Article 6 regulates the simplified procedure for hybridized electrochemical storage in facilities under the jurisdiction of the General State Administration, and its second final provision exempts the simplified environmental impact assessment process when the storage is located within the already evaluated polygonal area of the original project.

The project falls under the exemption cases provided for in the aforementioned royal decree and is processed according to its Article 6; therefore, it must be submitted for public consultation and forwarded to the affected administrations and bodies, in accordance with Title VII of Royal Decree 1955/2000, of December 1.

Competent Bodies and Period for Allegations

The substantive body competent to resolve is the General Directorate of Energy Policy and Mines, of the Ministry for the Ecological Transition and the Demographic Challenge, while the processing corresponds to the Industry and Energy Area of the Government Sub-delegation in Seville, pursuant to Article 113 of Royal Decree 1955/2000.

Interested and affected parties may submit allegations within a period of fifteen days starting from the day following the publication of the announcement in the Official State Gazette. The project will be accessible on the portal of the Government Delegation in Andalusia, and allegations may be submitted through the Electronic Registry of the General State Administration, with organ code EA0040241. The announcement is signed by the area director, José Manuel Almendros Ulibarri, dated September 4, 2026.

Grid Relevance

The incorporation of battery storage into an already operational solar plant reinforces the management capacity of renewable generation and contributes to the stability of the electrical grid in the province of Seville. Hybridization allows for the storage of surplus solar energy and its discharge when demand requires it, a key step in the energy transition and in meeting decarbonization goals.
