The regulations of the Basauri Music School have been accepted upon initial admission

Basauri City Council has granted initial approval to the Organization and Operation Regulations (ROF) of the Basauri Municipal School of Music, through an agreement reached in the ordinary plenary session on July 29, 2026. The decision was published in the Official Gazette of Bizkaia (BOB) number 159, on August 21, 2026, and a 30-day valid period for allegations has been opened so that interested parties may examine the regulations and submit observations.

The agreement was signed by Deputy Mayor Berta Montés Beltrán in Basauri, on August 12, 2026. Once the period has elapsed, the City Council will resolve the submitted claims and suggestions and grant final approval; if there are no claims, the provisional agreement will be considered final.

Content and scope of the regulations

The regulations govern the internal organization and operation of the Basauri Municipal School of Music, within the framework of Decree 64/2024, of May 21, regarding music and dance schools in the Basque Country. The school is located in a public building on Luis Petralanda street, and its management is the responsibility of the Basauri City Council.

The regulations affect teaching and non-teaching staff, students, and any family associations that may be formed. It guarantees the preferential use of Basque, according to Law 10/1982 on the normalization of the Basque language, and incorporates gender equality and non-discrimination, according to Legislative Decree 1/2023.

Governing bodies

The regulations include the following governing and management bodies:

• The Management Team, composed of the Director, the Head of Studies, the Secretary, and a representative of the Teachers’ Cloister, meeting at least monthly.
• The Teachers’ Cloister, composed of all the school’s teachers, meeting at least once per quarter.
• The Center Council, an advisory and participation body, composed of the Culture Councilor, the Director, the Head of Studies, and representatives of teachers, students, and families.

The Director is appointed for four years, upon the proposal of the Cloister, and the Head of Studies is also appointed for four years, upon the proposal of the Director.

Academic offer and admission

The school offers four levels: 1st level (contact, 5-7 years), 2nd level (start of specialization, from 8 years onwards), 3rd and 4th levels (consolidation and improvement of specialization). It also includes music therapy and a therapeutic music workshop for support students.

Enrollment is carried out according to registration (empadronamiento), age, and lottery criteria:

• Registration: Residents of Basauri have priority.
• Age: Those 8 years old or younger receive 10 points; those 9-12 years old receive 5 points; others receive 0.
• Lottery: In the event of a tie or lack of places, it determines the order.

Disciplinary regime and validity

The regulations specify the duties and rights of students, as well as light, serious, and very serious faults, with their corresponding sanctions. Serious faults are considered to be 6 (per quarter) or 10 (per school year) unjustified absences, and very serious faults are those resulting from committing three serious faults.

This regulation repeals the Internal Regulations of the Basauri Music School, definitively approved on January 28, 2016, and published in BOB number 35 (February 22, 2016). The new regulation will enter into force 15 days after being published in full in the BOB, and will be applied from the start of the next academic year.

This regulation updates the operation of the public school, strengthening transparency, the use of Basque, and participation, and will regulate the future activity of the Basauri musical community.
