Basauri has appointed two new municipal police officers as career officials

Basauri City Council has appointed two new local police officers as career civil servants, following two individuals who passed the selection processes of OPE 2021 and OPE 2022. The appointments were published in issue number 164 of the Boletín Oficial de Bizkaia (BOB) on August 28, 2026, and were carried out through two mayoral decrees.
Two appointments, two calls
The first appointment corresponds to officer Arkaitz Mendiolea Saiz (DNI 78919000C), through the OPE 2021 call. Mayoral Decree 3457, dated September 19, 2024, appointed him as a career civil servant as an agent of the Basic Scale of the Local Police, in position COD096, having passed the selection process with the highest score and completed the training and internship phase.
The second appointment is for officer Eneko Lozano Barragán, through the OPE 2022 call. Mayoral Decree 1891, dated April 24, 2026, appointed him as a career civil servant as an agent of the Basic Scale, in position COD067, having passed the selection process and met the required conditions.
Category and taking-office conditions
Both appointments belong to the Special Administration Scale, the Special Services sub-scale, and the Local Police class. According to the third transitional provision of the Consolidated Basic Text of the Statute, the appointed agent is classified in subgroup C1.
In both cases, the appointees have a period of one month to take office, starting from the day following the notification of the appointment. This period may be extended by another fifteen calendar days if there is a justified reason. Those who do not take office within the established period, except in cases of force majeure, will lose the rights derived from the call.
Administrative procedures
The decrees order that the appointments be published in the Boletín Oficial de Bizkaia, on the council’s electronic headquarters, and on the notice board, and notified to the interested party through the corresponding means. Likewise, it is ordered to notify the Human Resources Department, the Local Police, and the Staff Committee, and to account for the expenditure authorization and allocation in the budget line.
Both decrees were signed by Mayor Zuriñe Goikoetxea Urtaran, acting as deputy mayor, via Mayoral Decree 3856/2026 (dated July 21, 2026), on August 19, 2026.
A step toward strengthening the security staff
With these appointments, Basauri City Council strengthens its security staff as a result of selection processes extended over two years. The entry of the two new agents as career civil servants provides stability to the local police force and reinforces the security service for citizens.
