Por FactBox Admin

The Barreiros City Council has definitively approved the municipal budget for the 2026 financial year, with a total amount of 5,377,650.87 euros, both in expenditures and revenues. The initial approval was adopted in a plenary session on October 5, 2026 and, after the public exhibition period passed without claims, the agreement became definitive. The announcement was published in the Official Gazette of the Province of Lugo no. 254, on November 5, 2026, with reference R. 3007 and signed by the mayor, Ana Belén Ermida Igrexas, in Barreiros on November 2, 2026.
The publication is made for the purposes of article 161.1 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating Local Treasuries, which requires the publication of the budget summary by chapters once definitively approved. The process was closed without allegations, so the plenary agreement acquired firmness in the municipal administrative channel and the document is now applicable to all residents and suppliers of the Council.
A budget of 5.37 million with 634,235 euros in investments
The summary by chapters of the expenditure status is as follows:
- Chapter I, personnel expenses: 2,125,446.92 euros
- Chapter II, expenses on current goods and services: 2,405,268.04 euros
- Chapter III, financial expenses: 11,210.74 euros
- Chapter IV, current transfers: 26,490 euros
- Chapter VI, real investments: 634,235.17 euros
- Chapter IX, financial liabilities: 175,000 euros
- Total: 5,377,650.87 euros
Chapters VII (capital transfers) and VIII (financial assets) have no allocation. Current expenditure—personnel, goods and services, interest, and transfers—concentrates slightly more than 4.56 million euros, while the direct investment effort, of 634,235.17 euros, represents nearly 11.8 percent of the total. The debt amortization reflected in Chapter IX amounts to 175,000 euros.
Financing without new debt
On the revenue side, the balanced budget focuses on the following sources:
- Chapter I, direct taxes: 1,609,500 euros
- Chapter II, indirect taxes: 150,000 euros
- Chapter III, fees and other income: 1,578,700 euros
- Chapter IV, current transfers: 1,473,013.39 euros
- Chapter V, patrimonial income: 3,600 euros
- Chapter VII, capital transfers: 562,837.48 euros
- Total: 5,377,650.87 euros
Revenue chapters VI, VIII, and IX appear without amounts, meaning the document does not foresee income from the disposal of real investments nor from new financial liabilities. Transfers—current and capital—total 2,035,850.87 euros and constitute the second source of resources, behind the own tax burden, which contributes 1,759,500 euros. Fees and other income provide 1,578,700 euros.
Seventy positions in the personnel framework
The announcement also incorporates the City Council’s personnel framework, which totals 70 positions:
- Career civil servants: 19 positions
- Permanent contractual staff: 51 positions
Among the career civil servants are one position for Secretaría-Intervención (State Qualification scale), two in the administrative sub-scale, and four as assistants, in addition to two senior technicians (Architect and Local Development Agent), four medium-level technicians (including Social Worker and two Nursery School Diploma holders), four auxiliary technicians for Nursery School, one Culture Technician position covered by interim staff, and one Water Official-Plumber.
Among the permanent contractual staff, the home help service stands out, with 19 positions for Home Help Assistants, along with 5 lifeguard positions and lifeguard coordination positions, both of a fixed-discontinuous nature, as well as school cleaning, kitchen, and childcare positions for the nursery school, among others. The framework details the administrative status of each position, distinguishing between those held permanently, vacant ones, interim ones, and those provisionally covered by temporary staff.
The impact of the publication is direct for the residents and the local economic fabric: it fixes the available budget items for services, personnel, and new works throughout the fiscal year, enables the contracting and subsidy procedures supported by these allocations, and allows for the monitoring of the degree of execution throughout 2026. The document remains available to any interested party at the municipal offices, according to the official announcement.
