Por FactBox Admin

The Bareyo City Council has delegated to councilwoman Begoña de la Fuente Crespo the celebration of the civil wedding scheduled for September 15, 2026, in the name and on behalf of the municipality. The decision, adopted by Mayor Pedro Manuel Prieto Somarriba through a Mayoral resolution dated August 21, is published in the Official Gazette of Cantabria number 165, dated August 27, 2026, with reference CVE-2026-6741.
The delegation is of a special nature and is limited to the authorization of this specific marriage, whose contracting parties are Mr. Juan Manuel Carre Gutiérrez and Ms. Susana Menchaca Domínguez. The act will be held on behalf of the Bareyo City Council, within the framework of the competencies that local government legislation attributes to mayors regarding the celebration of civil marriages.
Legal basis of the delegation
The resolution is supported by the powers conferred upon the Mayor’s Office by Article 23 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and by Article 43 of the Regulation of Organization, Operation, and Legal Regime of Local Entities. Both regulations enable the mayor to delegate specific functions to members of the corporation.
The delegation is formalized as a special appointment, meaning it is limited to a specific case and does not constitute a general transfer of competencies. The designated councilwoman will act in the name and on behalf of the City Council solely for the celebration of this union.
Processing and publicity
The resolution establishes a notification and dissemination procedure that guarantees its effectiveness and transparency:
- Personal notification to the designated councilwoman, which will be considered tacitly accepted unless there is an express statement to the contrary.
- Publication in the Official Gazette of Cantabria, where the announcement is inserted in the section for appointments, cessations, and other situations.
- Publication on the Notice Board of the Bareyo City Council.
- Reporting to the Plenary of the Corporation at the first ordinary session to be held.
The announcement appears on page 40714 of the gazette, within section 2.1 regarding authorities and personnel.
Relevance for residents
The delegation allows the civil wedding to take place normally on September 15, guaranteeing the presence of an authorized municipal representative to preside over the union. For the contracting parties and their families, it represents the official confirmation of the act, while for the municipality, it reflects the ordinary application of the delegation mechanisms provided for in local government legislation, with full publicity and control by the Plenary.
