Barcelona opens the civic management of the Casal de la Vinya

The Government Commission of the Barcelona City Council, in its session on July 23, 2026, has approved the call for the public competitive procedure for the awarding of the civic management of the Casal de Barri La Vinya, in the district of Sants-Montjuïc. The announcement is published in the Official Gazette of the Province of Barcelona on August 24, 2026, with the official reference CVE 202610131577, and opens a period of 15 business days for the submission of applications, counted from the day following the publication.
The agreement, adopted using the powers delegated by Mayoral Decree 2023-20976, of June 17, authorizes a total expenditure of 273,467.95 euros to finance the civic management project of the facility. The call is governed by the General Bases for the awarding of civic management projects in Barcelona City Council facilities, approved by the same Government Commission on July 25, 2024, and published in the BOPB on July 26, 2024, as well as by the Instruction of the Government Commission of May 16, 2024, which develops the civic management model and the Community Balance as a mandatory evaluation tool.
Object and duration of the management
The purpose of the call is the granting of a subsidy to the civic management project of the center during the term of the agreement to be formalized with the selected entity. The management will begin on January 1, 2027 (or the day after the formalization of the agreement, if later) and will last until December 31, 2028, with the possibility of extension by express agreement of the parties for a maximum term of 24 months, in periods of 12 months each.
- First extension (01/01/2029 to 31/12/2029): 142,494.42 €
- Second extension (01/01/2030 to 31/12/2030): 142,494.42 €
The extension will require an express administrative resolution and a favorable technical report, in accordance with the civic management bases.
Budgetary credit and payments
The maximum planned amount is assigned to budgetary application 48907 92416 0603, subject to the existence of adequate and sufficient credit in the corresponding budgets:
- Fiscal year 2027: 134,455.34 €
- Fiscal year 2028: 139,012.61 €
- Total: 273,467.95 €
The City Council will pay the managing entity the amount of the subsidy each year charged to chapter 4, through two payments: 50% before February 28 and the remaining 50% once the justification for the previous year has been submitted and closed (if the entity remains the same) or, in the case of a new entity, once the technical monitoring report has been submitted, the agreement indicators validated, and the execution of the project accredited.
Who can apply for the management
Non-profit entities, associations, and organizations rooted in the neighborhood or territory where the facility is located, with relationships of representativeness, proximity, and collaboration with other organizations and participation in community dynamics, may apply. The requirements include:
- Being legally constituted and having their own legal personality.
- Being registered in the General Registry of Citizen Entities of the Barcelona City Council.
- Having a registered office or delegation in the territory where the facility is located.
- Having a seniority of more than five years (or, in the case of second-degree entities, that one of the associated entities has this seniority).
- Demonstrating a track record in the associative field, citizen participation, or projects of community interest in the district of Sants-Montjuïc.
- Being up to date with tax obligations to the City Council, the State Tax Administration Agency, and the General Treasury of the Social Security.
Applications must be submitted mandatorily through the electronic office of the Barcelona City Council (bcn.cat/tramits), as they are subjects obliged by article 14 of Law 39/2015, of October 1, on common administrative procedure. The announcement is signed by the general secretary, Jordi Cases Pallarès, dated August 3, 2026.
Impact for the neighborhood
The call opens the door for entities and associations in Sants-Montjuïc to take over the management of a local facility, within the framework of the civic management model that the City Council promotes for the network of neighborhood centers. With multi-year funding of over 273,000 euros and the possibility of extensions, the project guarantees the continuity of the community activities of the Vinya center and reinforces the role of neighborhood organizations in the management of neighborhood services.
