Barcelona tenders ten municipal covers to install self-consumption photovoltaics

The Barcelona City Council has opened the public tender to award the concession for the private use of public domain to allow the construction, operation, and maintenance of self-consumption photovoltaic generation facilities on the rooftops of ten municipal facilities, one per district. The announcement, signed by the general secretary Jordi Cases i Pallarès, was published in the Official Gazette of the Province of Barcelona on September 21, 2026, under file DP-2026-30402 and reference CVE 202610141590.

The tender comes after the Economy and Finance Commission of the Municipal Council, in a session on July 15, 2026, initially approved the regulatory clauses and the technical specifications. The public information period ended on September 2, 2026, and once it was verified that no claims or allegations had been submitted, the general secretary issued a certificate on September 14, 2026, meaning the specifications are definitively approved and the tender can be called.

The stated purpose is to extend self-generation and self-consumption in the city and activate energy communities. The text is part of the government measure Climate Plan, presented in November 2024, which sets a horizon for a climatically neutral Barcelona adapted to climate change by the year 2030. The assigned rooftops must be used exclusively for solar photovoltaic electricity production plants, and this purpose cannot be altered.

Ten lots, one per district

The specifications divide the concession into ten lots, each corresponding to one district and one facility:

• LOT 1 — Ciutat Vella: Barceloneta Civic Center, C. Andrea Dòria, 36 (42.64 kW).
• LOT 2 — L’Eixample: Sant Antoni Senior Space, Rda. Sant Pau, 77 (46.20 kW).
• LOT 3 — Sants-Montjuïc: Font de la Guatlla Civic Center, C. dels Montfar, 32-34 (36.40 kW).
• LOT 4 — Les Corts: Montserrat Abelló Library – Fabricació Les Corts Athenaeum, C. Comtes de Bell-Lloc, 192-200 (30.16 kW).
• LOT 5 — Sarrià-Sant Gervasi: Sant Gervasi Social Services Center, C. Berlinès, 47 (10.40 kW).
• LOT 6 — Gràcia: EBM L’Enxaneta, C. Jaén, 22 (25.00 kW).
• LOT 7 — Horta-Guinardó: Casa Groga Civic Center, Av. del Jordà, 27 (60.84 kW).
• LOT 8 — Nou Barris: Nou Barris Athenaeum, C. Portlligat, 11-15 (83.20 kW).
• LOT 9 — Sant Andreu: Baró de Viver Civic Center, C. Tucumán, 9-13 (57.20 kW).
• LOT 10 — Sant Martí: Parc del Clot Senior Center, Pl. Valentí Almirall, 3-4 (22.36 kW).

Altogether, the estimated power totals 414.40 kW and the projected generation reaches 518,000 kWh annually, with an estimated average economic saving of 62,160 euros per year.

Fee, duration, and guarantees

The concession will have a duration of twenty years, extendable for four more, in accordance with Article 93 of the Law 33/2003, of November 3, on the Assets of Public Administrations and Article 61 of the Assets Regulations of Local Entities. The concessionaire of each roof must pay an annual fee in kind equivalent to 5% of the energy generated, free of expenses; the estimated fee for the total of the ten lots is 3,109 euros per year.

The calculation is based on a production ratio of 1,250 kWh per installed kWp and a reference price of 0.12 euros per kWh, including VAT and IEE, according to tariff 3.0TD and the price for the second quarter of 2026 reported by the municipal marketing company. The application of this price will require an annual report from the Barcelona Energy Agency.

The specifications exempt the concessionaires from providing a provisional guarantee, in application of Article 106.1 of the Law 9/2017, of November 8, on Public Sector Contracts, and also from the definitive guarantee, according to Articles 93.5 and 92.7 c) of the Law on the Assets of Public Administrations. This exemption does not release the awardee from maintaining the portion of the domain used and the works constructed therein in good condition.

Deadlines and submission of bids

Proposals shall be submitted exclusively through the electronic procurement portal of the Barcelona City Council, with a recognized electronic signature, until 6:00 PM on the last day of the 30 business days counted from the day after the last publication of the announcement in the contractor profile and the BOP. Clarifications may be requested in writing from the Assets Directorate up to seven calendar days before the closing of the deadline.

Each bidder may not submit more than one proposal per lot and may compete for a maximum of three lots, although they may only be awarded two. The Contracting Board will open envelope B in a public session, and the competent body must resolve the award within a maximum period of three months from the opening of envelope A.

The call opens a market of ten installations to companies in the energy sector and entities interested in promoting energy communities, and directly affects the residents of the ten facilities, who may benefit from shared self-consumption.
