Barcelona calls for the civic management of the Casa Orlandai Civic Center

Barcelona convoca la gestió cívica del Centre Cívic Casa Orlandai

The Governing Commission of the Barcelona City Council, in its session on September 3, 2026, has approved the call for a public competitive procedure to award the civic management of the Casa Orlandai Civic Center, in the district of Sarrià-Sant Gervasi. The call is published in the Official Gazette of the Province of Barcelona on September 14, 2026, with the official reference CVE 202610139366.

The agreement is issued using the powers delegated by Mayoral Decree 2023-20976, of June 17, and is processed in accordance with the General Bases for the awarding of civic management projects in Barcelona City Council facilities, approved on July 25, 2024, and published in the BOPB on July 26, 2024, as well as the Instruction of the Governing Commission of May 16, 2024, which develops the civic management model and the Community Balance as a mandatory evaluation tool.

An expenditure of more than 821,000 euros

The call authorizes a total expenditure of 821,523.20 euros, divided between the 2027 and 2028 fiscal years, charged to the budget application 48903/33711/0605:

  • 2027: 404,915.75 euros.
  • 2028: 416,607.45 euros.
  • In the event of a 24-month extension, 2029: 423,558.91 euros and 2030: 430,684.13 euros.

The civic management will begin on January 1, 2027, and will last until December 31, 2028, with the possibility of an extension by express agreement of the parties for a maximum period of 24 months. Since it is processed in the fiscal year prior to the start of its validity, the award is subject to the suspensive condition of the existence of adequate and sufficient credit.

Who can apply and how to apply

Entities, associations, and non-profit organizations rooted in the neighborhood or the functional sector where the facility is located may apply for the grant. Among the required requirements, the following stand out:

  • To be legally constituted and registered in the City Council’s General Registry of Citizen Entities.
  • To have a registered office or delegation in the district of Sarrià-Sant Gervasi.
  • To have a seniority of more than five years and a track record in the field of associations or citizen participation.
  • To be up to date with tax obligations and not have been the cause of any resolution of a previous civic management agreement.

Applications must be submitted mandatorily through the City Council’s electronic office (bcn.cat/tramits), within a period of 10 business days starting from the day after publication in the BOPB. Any application submitted outside this period will not be admitted for processing.

Evaluation and resolution

The instruction of the procedure corresponds to the Directorate of Services for People and the Territory of the district. If more than one application is submitted, a Evaluation Commission will be constituted, composed of representatives from the district management, the directorate of citizen participation, the sectoral program, the associative fabric, and the reference platform of the civic management entities.

Projects are evaluated out of 10 points, with a weighting of 2 points for accredited experience and 8 points for the submitted project, which is broken down into criteria such as suitability to the territory, participation, governance, activity programming, gender perspective, and economic viability. The maximum term for resolution and notification is six months from publication, and the final resolution ends the administrative route.

The call directly affects entities and associations in the district of Sarrià-Sant Gervasi, which have the opportunity to manage a reference facility in the neighborhood. The result of the process will determine who assumes the community management of the center starting from 2027, in a model that emphasizes citizen participation and the evaluation of social impact.
