Barcelona authorizes 42,971 euros in dining hall grants for non-resident students

The Barcelona Education Consortium has authorized the payment of 42,971.01 euros in individual school canteen grants for students coming from another county council who already have a granted grant, corresponding to the 2025-2026 school year. The decision is contained in a Management resolution signed by Anna Terra i Sans on July 15, 2026, and published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9738, of August 26, 2026, with official reference CVE-DOGC-A-26231011-2026.

An ex officio payment for students changing councils

The measure is part of the call for individual school canteen grants for the 2025-2026 academic year (ref. BDNS 831476), approved by the Board of Directors on April 7, 2025, and published in DOGC no. 9414, of May 16, 2025. According to point 5.2 of the regulatory bases, students coming from another county council with a granted canteen grant obtain this same grant ex officio from the date they enrolled in the new center in Barcelona.

The payment proposal was formulated on July 8, 2026, by the Directorate for Educational Community Care, Innovation and Digital Transformation, and the total amount has been distributed among the centers listed in Annex I of the resolution, under the terms set out in Annexes I and II.

The regulatory framework of the canteen service

The Barcelona Education Consortium exercises the regulation and management of the school canteen service in the city, a competence attributed to it by article 3.2 i) of Decree 84/2002, of February 5, which approves its Statutes, and which it effectively assumed through Government agreement GOV/74/2007, of May 15, 2007.

The resolution is based on the following regulations:

• The regulatory bases for individual canteen grants, approved on March 2, 2022 (DOGC no. 8635, of March 28, 2022).
• The call for the 2025-2026 academic year, approved on April 7, 2025 (DOGC no. 9414, of May 16, 2025).
• The resolution increasing the annual amounts of the grants for the 2025-2026 academic year (DOGC no. 9569, of December 23, 2025).

Publicity and appeals

The resolution orders the contents of the annexes to be publicized through the notice board of each center, under the terms established in the call. Against this Management resolution, which does not exhaust administrative remedies, an appeal for reversal may be filed before the Board of Directors of the Barcelona Education Consortium within one month from the day following its publication in the DOGC, in accordance with articles 121 and 122 of Law 39/2015, of October 1, on the Common Administrative Procedure, and article 76 of Law 26/2010, of August 3, on the legal regime and procedure of the public administrations of Catalonia.

Impact for families

This payment guarantees the continuity of the canteen service for families with children schooled in Barcelona who arrive from other regions with a previously granted grant, preventing them from having to process the application again. The measure, which is applied automatically from the time of enrollment, represents direct economic relief for households and reinforces equity in access to school canteens in the city.
