Barcelona provisionally grants nearly one million in 2026 climate subsidies
Por FactBox Admin

The Barcelona City Council has provisionally resolved the call for grants for the development of projects within the framework of the 2030 Climate Emergency Action Plan corresponding to the year 2026. The award proposal totals 999,919.80 euros for fifteen entities and projects, while the remaining applications are denied or not admitted for processing. The resolution is published in the Official Gazette of the Province of Barcelona on November 3, 2026, with the reference CVE 202610159295, and was signed by the delegated secretary Sara Cristina de Roa on behalf of the First Deputy Mayor.
The regulatory bases for these grants were initially approved on October 13, 2022, by the Government Commission, published in the provincial gazette on October 18, 2022, and were definitively approved on November 16, 2022. The Evaluation Commission issued the proposed resolution on October 16, 2026, and the file is being processed by the Area Management of Urban Services and Public Space Maintenance. The call is structured into two challenges: “Let’s Decarbonize,” modality 6.1, and “Let’s Save Water,” modality 6.2.
The resolution is organized into three annexes: Annex 1 lists the applications proposed for the award, Annex 2 those provisionally denied, and Annex 3 those inadmissible for administrative reasons. Each file includes the total amount of the project, the amount requested, the points obtained, and the percentage of the total budget of the call.
Let’s Decarbonize: eight projects and 499,999.80 euros
The decarbonization challenge concentrates eight provisional beneficiaries, all in modality 6.1, for a total of 499,999.80 euros:
- CULTURAL ROCAGUINARDA, SCCL, 80,000 euros for the Guinardó Energy Community, file 2026_OVT_681922.
- LA FABRICA, S.C.C.L., 80,000 euros for “Decarbonizing neighborhood communities,” file 2026_OVT_681897.
- ASSOCIACIÓ NOVACT, 80,000 euros for “EcoConnecta,” file 2026_OVT_682179.
- COFRADIA DE PESCADORES DE BARCELONA, 80,000 euros for the reduction of the carbon footprint of the fishing sector, file 2026_OVT_683007.
- ONG NUTRICION SIN FRONTERAS, 79,000 euros for “New alliances to be more sustainable,” file 2026_OVT_682159.
- AZIMUT 360 SCCL, 52,508.80 euros for “Resilient Solar Communities,” file 2026_OVT_681578.
- HUB COOPERATIU PER LA TRANSICIÓ ECOSOCIAL, S.C.C.L., 28,491 euros for “Neighborhoods that decarbonize,” file 2026_OVT_682851.
- FUNDACIÓ PRIVADA PARE MANEL, 20,000 euros for “Nou Barris Climate Hub,” file 2026_OVT_681711.
Let’s Save Water: seven projects and 499,920 euros
The water challenge, modality 6.2, distributes 499,920 euros among seven initiatives:
- Catalan Federation of Underwater Activities, 80,000 euros for «Blue Citizen Science», file 2026_OVT_682888.
- XARXA DE CONSUM SOLIDARI, 80,000 euros for «Of droughts or with water up to the neck», file 2026_OVT_681547.
- INTERNATIONAL ASSOCIATION OF ENGINEERS WITHOUT BORDERS, 79,600 euros for «New Water Culture», file 2026_OVT_699029.
- FUNDACIÓ ESPIGOLADORS, 78,509.73 euros for «Espigolem Aigua!», file 2026_OVT_682316.
- TARPUNA, SCCL, 72,320 euros for the «Mission 50L Barcelona», file 2026_OVT_682108.
- CETAQUA, WATER TECHNOLOGY CENTER, PRIVATE FOUNDATION, 64,370.27 euros for leak detection in vulnerable homes, file 2026_OVT_682646.
- COL·LECTIU EIXARCOLANT, 45,120 euros for «Resilient gardens», file 2026_OVT_682134.
Two files fall below 50% of the planned expenditure: that of HUB COOPERATIU PER LA TRANSICIÓ ECOSOCIAL (36.67% of the requested amount) and that of CETAQUA (84.35% of the requested amount, 67.48% of the project budget).
Denials due to exhausted credit and sixteen inadmissible requests
Annex 2 collects the provisional denials, mostly for reason 2 —exhaustion of the available budgetary credit— and, in a minority of cases, for reason 4, not having passed the cutoff score. Among the discarded proposals are those of the Polytechnic University of Catalonia for zero-emission climate shelters (file 2026_OVT_681903), the College of Environmentalists of Catalonia (file 2026_OVT_679805), the Clinical Research Foundation Barcelona - IDIBAPS (file 2026_OVT_681675), the Catalan Foundation for Waste Prevention and Consumption (file 2026_OVT_681612) and, in the water challenge, SOSTRE CÍVIC SCCL (file 2026_OVT_682222) and BonDiaMon (file 2026_OVT_691589).
Annex 3, dedicated to inadmissible requests, lists sixteen files excluded for administrative reasons: submission past the deadline, failure to comply with the submission format, express withdrawal by the entity, or lack of mandatory documentation. Appearing there, among others, are three requests from VOLTES COOP D’ARQUITECTURA SCCL (files 2026_OVT_682814, 2026_OVT_682857 and 2026_OVT_681732), one from EKONA SCCL (2026_OVT_681687) and one from the Fundació Banc de Recursos in the decarbonization challenge.
Ten business days for allegations and twenty to reformulate
The resolution opens three simultaneous deadlines, counted from the day after publication in the bulletin:
- Ten business days to submit allegations to the provisional resolution proposal.
- Ten business days for the entities in Annex 1 to provide the supporting documentation required in section 9 of the call.
- Twenty business days to submit reformulations when the amount granted is lower than requested and this affects the execution of the project.
The act exhausts the administrative route: an optional appeal for reversal may be filed before the issuing body within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Courts of Barcelona within two months. The resolution warns that the provisional grant does not create any right in favor of the beneficiary until the final grant is notified, although certain proposals —those that do not require additional documentation and denials based on technical requirements without allegations— will be final without individual notification. Once published in the bulletin, the information will also be disseminated via the electronic notice board and the Barcelona City Council website.
For environmental entities and citizen projects in the city, the publication establishes the actual map of municipal climate financing for 2026: fifteen initiatives move to the documentation phase, with amounts that in most cases reach the ceiling of 80,000 euros per project, while the fifty-plus proposals denied due to exhaustion of credit will have to wait for new calls or reformulate their projects with a lower budget.
