The Councilor for Feminisms, Equality and Democratic Memory of the Barcelona City Council, Raquel Gil Eiroà, issued on October 9, 2026, the final resolution for the granting and denial of the 2026-2027 multi-annual call for subsidies for actions aimed at improving access to the rights of people in situations of prostitution. The resolution is published in the Official Gazette of the Province of Barcelona (BOPB) on October 14, 2026, with the reference CVE 202610152873, and grants 1,076,000 euros to a dozen third-sector social entities in the city.

The call was published in the BOPB on March 16, 2026, and is governed by the regulatory bases approved by the City Council’s Governing Commission on November 16, 2023. The resolution follows the mandatory report from the Evaluation Commission, approved in the session of June 9, 2026, and the proposal from the Director of Feminisms, Gender Mainstreaming and LGTBI Services, Maria Dolores Rengel Vilches, dated July 23, 2026. The councilor acts using the powers delegated by the Mayoral decree of June 17, 2023, and the document is signed by the Delegated Secretary, Anna Giménez Lizandra.

Direct care, insertion and housing

The funded projects cover the full range of actions provided for in the call: care and counseling in closed spaces, emergency intervention, accompaniment toward employability and the social fabric, access to rights, and temporary housing. The beneficiary entities are benchmarks of the Barcelona social third sector in the field of prostitution and sex work.

The granted amounts range between the 21,000 euros of Associació Stop Sida and the 200,000 euros of Surt Fundació de Dones, and in no case do they reach the amount requested by the entities. The resolution groups the proposals into modalities A, B, and C of the regulatory bases.

Denials and appeals

Annex 2 lists the requests definitively denied for technical reasons, along with the motives listed therein. The resolution is final and exhausts the administrative route.

Interested parties may optionally file an appeal for reversal before the body that adopted it within one month from the day following its publication in the BOPB, or directly file a contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Barcelona within two months.

Notification is made via publication in the Official Gazette of the Province of Barcelona, as provided for in rule 12 of the regulatory bases.

With this resolution, the City Council closes the process of the 2026-2027 multi-year call and ensures two years of funding for care, support, and integration programs aimed at people in situations of prostitution, a field that depends almost exclusively on the social third sector and municipal feminism services.
