Barcelona approves the modification of the local television and radio regulations

The Plenary of the Municipal Council of the Barcelona City Council, in a session held on September 25, 2026, has definitively approved the modification of the Regulation on the organization and operation of the local public television and radio services of Barcelona. The agreement, identified as (04/2026), is published in the Official Gazette of the Province of Barcelona on October 6, 2026, with the official reference CVE 202610147212, and establishes a new regime for the appointment and term of office of the director of the managing entity of the municipal media.

The modification is processed in accordance with article 111 of the Municipal Organic Regulation of the Barcelona City Council (ROM) and affects the text approved on May 30, 2008, which regulates the organization and operation of the city’s local public television and radio services. The entity responsible for providing these services is Informació i Comunicació de Barcelona, S.A. SPM, the municipal company that manages the local television and radio.

The agreement orders the publication of the regulation in the Official Gazette of the Province of Barcelona, the Municipal Gazette, and on the municipal website. The document was signed in Barcelona on September 30, 2026, by the general secretary, Jordi Cases i Pallarès.

New appointment regime for the management

The sole article of the modification rewrites section 2 of article 14 of the 2008 regulation. With the new wording, the director of the managing entity shall be appointed by the Board of Directors with a qualified majority of two-thirds, following a prior public call, and for a period of six years.

The central elements of the new section are as follows:

• Appointment: responsibility of the Board of Directors.
• Required majority: qualified 2/3.
• Prior procedure: public call.
• Term of office: six years.

Furthermore, the regulation leaves section 3 of article 14 without content, which is deleted by this reform.

Application to the current position

The additional provision authorizes the Board of Directors of Informació i Comunicació de Barcelona, S.A. SPM to apply the new term duration to the appointment of the person currently holding the management of the entity. The application will be made from the date of their appointment and through the modification of the employment link.

Entry into force and publication

The final provision establishes that the modification regulation enters into force the day after its publication in the Official Gazette of the Province of Barcelona. The regulation must also be published in the Municipal Gazette and on the municipal website, so that the text is accessible to citizens.

With this change, the Barcelona City Council shields the management of its public television and radio media with a six-year mandate and a reinforced majority on the Board of Directors, which provides more stability to the managing entity and limits discretion in the replacements at the head of the service. The measure directly affects the governance and operation of the municipal television and radio.
