Barcelona aprova inicialment el pla especial de l'equipament de Can Batlló

The Government Commission of the Barcelona City Council, in the session of October 1, 2026, has initially approved the Comprehensive special plan for the regulation of the facility located in block 8 of Can Batlló and the modification of element number 106 of the Special plan for the protection of the historical-artistic architectural heritage of the city of Barcelona, in the district of Sants-Montjuïc. The agreement is published in the Official Gazette of the Province of Barcelona (BOPB) on October 20, 2026, with the official reference CVE 202610155186 and file number 26PL17192, and opens a one-month period for public exhibition.

A municipal public initiative instrument

The planning is approved under article 68.1 a) of the Municipal Charter of Barcelona and is a municipal public initiative. The agreement includes the prescriptions contained in the joint report of the Planning Services Directorate and the Urban Action Services Directorate, which is part of the file and is considered fully reproduced for the purposes of justification.

According to the approved text, these prescriptions must be introduced for the purposes of final approval. The document affects both the regulation of the facility in block 8 and the heritage file of element 106 of the municipal catalog, that is, the architectural and historical-artistic protection of the building.

One month to examine the file and submit allegations

The publication establishes the channels for consultation and the submission of allegations:

  • Electronically, through the municipal urban planning information portal, by entering the file number 26PL17192 in the “Planning search” field.
  • In person, at the Information and Documentation Department of the Urban Planning Management, at Cristóbal de Moura street, number 121, from Monday to working Fridays from 10 a.m. to 1 p.m., by prior appointment through the Virtual Procedures Office.
  • To submit allegations electronically, the council enables the specific headquarters for planning allegations.

The period is one month and begins to count from the day after the last of the two mandatory publications: the BOPB and one of the most widely circulated newspapers. The procedural framework invoked is article 23 of the Urban Planning Law Regulations, article 70 ter of the Law Regulating the Bases of the Local Regime, and article 83.2 of the Law of Common Administrative Procedure of Public Administrations.

Subsequent processing and precedents in the same precinct

Once the public exhibition is closed, the file will be submitted to the Plenary of the Municipal Council for final approval, and the Commission for Ecology, Urbanism, Mobility, and Housing will be notified. The announcement is signed by the general secretary, Jordi Cases i Pallarès, dated October 16, 2026.

The intervention is part of a broader process of transformation of the former factory complex. On October 8, 2026, the same bulletin published the declaration of final approval of the Archaeological intervention project and subsurface works of Warehouse 8 of Can Batlló (file 3BC2026_183, reference CVE 202610147690), initially approved by the Governing Commission on July 30, 2026, published on August 5, 2026, and with the thirty-day public information period expired on September 17, 2026 without objections.

Impact for the district

The initial approval now opens the decisive phase for the residents and entities of Sants-Montjuïc: for one month, they will be able to examine how the equipment of block 8 is regulated and how the heritage protection of element 106 is modified, and submit objections before the Plenary of the Municipal Council fixes the final text. The result will condition the future uses of one of the reference spaces of the Bordeta neighborhood and its relationship with the protected complex of Can Batlló.
