Barcelona aprova el projecte modificat del carrer Císter per 1,24 milions

The Governing Commission of the Barcelona City Council has approved the Modified Project for the remodeling of Císter Street, in the section between Quatre Camins Street and Sant Gervasi Promenade, in the district of Sarrià-Sant Gervasi. The agreement was adopted in the session of September 17, 2026, and is published in the Official Gazette of the Province of Barcelona on October 1, 2026, with the reference CVE 202610144137. The new Execution Budget for Contract (PEC) rises to 1,241,291.53 euros, VAT included, 19.90% above the initial contract.

The approval is framed within articles 42, 43, and 45 of Decree 179/1995, of June 13, which approves the Regulation of works, activities, and services of local entities (ROAS), and is based on the Technical Project Report (ITP) of July 14, 2025, with qualification B —favorable with observations or conditions in the work execution phase—. The file also incorporates the technical report from the Works Management of July 14, 2026, the technical report from the Technical Infrastructure Management of BIMSA, and the legal report from BIMSA.

The original project derives from the Budget for Administrative Knowledge (PCA) of 1,197,510.57 euros, VAT included, definitively approved by the Governing Commission in the session of October 9, 2025.

A cost overrun of 19.90% over the initial contract

The new PEC of 1,241,291.53 euros results from adding to the contract price, which already incorporates the discount offered by the awardee (1,035,272.33 euros, VAT included), the amount of the proposed modifications (206,019.20 euros, VAT included). To this figure are added the items associated with the PCA, in the amount of 17,410.00 euros, already planned in the initial project, up to a new PCA of 1,258,701.53 euros, VAT included.

The modification represents an increase of 19.90% relative to the initial contract and, according to the agreement, does not exceed the maximum modification limit provided, calculated on the original PEC of 1,035,272.33 euros.

Reinforcement of the pavement, the collector, and accessibility

The objective of the modification is to complete and reinforce the road pavement section, incorporating measurements and works not initially planned, and to adapt the rehabilitation of the collector with the items and waste management necessary for its correct execution. The changes include:

  • Specific adjustments in the project geometry, at the request of the district and in accordance with the competent REP.
  • Improvements in accessibility and mobility in the affected section.
  • Better connection with future actions planned for the area.

Publication and means of appeal

The agreement is published in the Official Gazette of the Province of Barcelona, the Municipal Gazette, and the Edicts Board of the Barcelona City Council. The text appears on page 1-1 of the bulletin dated October 1, 2026, and bears the electronic validation code CVE 202610144137; the municipal file is referenced as 5BD2026_220. The document was signed in Barcelona on September 22, 2026, by the general secretary, Jordi Cases i Pallarès.

Against this agreement, which exhausts the administrative route, the following may be filed:

  • An optional appeal for reversal (recurso potestativo de reposición) before the body that adopted it, within a period of one month starting from the day following its publication or notification.
  • A contentious-administrative appeal before the Contentious-Administrative Section of the Barcelona Court of First Instance, within a period of two months.

The optional appeal for reversal must be resolved and notified within a period of one month; in the event of presumed dismissal, after one month has passed since the filing without an express resolution, the contentious-administrative appeal may be filed starting from the following day.

The modification of the Císter Street project directly affects mobility and public works in the district of Sarrià-Sant Gervasi, where the intervention on the pavement, the collector, and accessibility will condition access and circulation on the section between Quatre Camins and Sant Gervasi. The increase of 19.90% over the initial contract, within the legal modification limit, comes after the approval of the original project in October 2025 and leaves the final cost of the action at 1,241,291.53 euros for contract execution.
