Barcelona increases school canteen subsidies by 13.4 million

The Barcelona Education Consortium has approved a resolution increasing the annual funding for individual school canteen grants for the 2025-2026 school year by 13,400,000 euros, aimed at students enrolled in city centers funded with public funds. The measure, signed by manager Anna Terra i Sans on August 3, 2026, is published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9747, of September 8, 2026, with the official reference CVE-DOGC-A-26244008-2026.
With this increase, the total amount of the call is set at 60,400,000 euros, of which 9,000,000 euros are financed from the 2025 budget and the remaining 51,400,000 euros from the 2026 budget. The resolution modifies Article 11 of the call approved on April 29, 2025, and published in DOGC no. 9414, of May 16, 2025 (ref. BDNS 831476).
Why the allocation is being increased
The Consortium justifies the expansion due to the volume of requests received during the four open periods of the call, as well as the appeals filed, changes in the county council, the appearance of new students in situations of vulnerability, and recorded incidents. These factors have increased the amount planned for each canteen grant above the initial economic forecasts.
The call is framed within the regime of competencies that Decree 84/2002, of February 5, attributes to the Consortium in the regulation and management of the school canteen service, and which Government Agreement GOV/74/2007, of May 15, 2007, made effective for the city of Barcelona.
Background of the call
The grant line stems from the regulatory bases approved by the Board of Directors on March 2, 2022 (DOGC no. 8635, of March 28, 2022). The call for the 2025-2026 school year was approved on April 7, 2025, and had already been subject to a first expansion:
- 8,000,000 euros increase in the 2025 annual funding, agreed upon on December 18, 2025 (DOGC no. 9570, of December 23, 2025).
- 13,400,000 euros increase in the 2026 annual funding, which is the subject of the resolution now published.
The grants are intended for students in the second cycle of early childhood education, primary education, and compulsory secondary education enrolled in Barcelona educational centers funded with public funds.
Appeals and deadlines
The resolution exhausts the administrative route. Interested parties may file a contentious-administrative appeal before the competent jurisdiction within two months from the day following publication, or a request for reversal before the same body within one month, in accordance with Law 29/1998 and Law 39/2015.
The expansion of the endowment ensures that families with students enrolled in Barcelona who have applied for the dining hall grant can cover the needs of the service throughout the school year, in a context of growing demand and the strengthening of protection for students in situations of vulnerability.
