Barcelona opens grants to replace combustion mopeds with electric ones

The Barcelona City Council has approved the 2026-2028 call for grants to promote electric mobility and the replacement of combustion mopeds with electric mopeds, within the framework of the Climate Plan 2030. The call, with a maximum allocation of 5,200,000 euros, is published in the Official Gazette of the Province of Barcelona (BOPB) on September 10, 2026, and opens the application period on September 15.
The agreement was adopted by the Government Commission on July 30, 2026, and amended by a subsequent agreement on September 3, 2026. The regulatory bases were definitively approved on February 19, 2026, and published in the BOPB on February 20, 2026. The ultimate purpose of the grant line is to contribute to the decarbonization of the city’s moped fleet, improve air quality, reduce greenhouse gas emissions and noise, and promote sustainable urban mobility.
Two grant modalities
The call, under a non-competitive concurrence regime, distinguishes two modalities based on the recipients:
- Moped renewal modality for individuals: natural persons of legal age registered as residents in Barcelona on the date of publication of the call.
- Moped renewal modality for legal entities: public or private entities with a registered office in the city of Barcelona.
The maximum grant amount is 600 euros per moped, and in no case may it exceed 50% of the acquisition price of the vehicle excluding VAT. The subsidies are subject to the de minimis regime of Regulation (EU) 2023/2831, with a cumulative limit of 300,000 euros over three years.
Technical requirements for vehicles
To obtain the grant, it is necessary to acquire a new electric moped, registered in Barcelona, and prove the voluntary scrapping of a pre-existing combustion moped. The vehicles must comply with:
- Classification in category L1eB, two-wheeled, with a rated continuous power between 1 and 4 kW.
- Maximum design speed between 25 and 45 km/h.
- Lithium battery or batteries with a minimum capacity of 1 kWh and a minimum approved autonomy of 45 kilometers.
- Minimum rim diameter of 10 inches.
Acquisitions made from March 1, 2026, to September 30, 2028, are eligible for subsidies. Second-hand vehicles and renting or leasing operations are not eligible for the grant.
Deadlines and financing
The call is multi-annual and open, with continuous submission of applications from September 15, 2026, until September 30, 2028. The allocation is distributed over two annual periods:
- 2027: 2,300,000 euros (1,550,000 for individuals and 750,000 for legal entities).
- 2028: 2,900,000 euros (1,950,000 for individuals and 950,000 for legal entities).
The amount may be increased by up to an additional 100,000 euros. The grants will be awarded in strict order of submission of correctly completed applications, until the credit is exhausted, and those not attended to will be placed on a waiting list. The instructing body is the Dirección de Serveis de Mobilitat (Mobility Services Directorate) and the final resolution corresponds to the Councilor responsible for the area of Mobility.
The call, with file number 2026_EXP_7773683, represents a direct boost to the electrification of Barcelona’s moped fleet, a key segment in urban mobility and the reduction of emissions. With an open period of two years and a first-come, first-served granting system, interested parties must submit the application through the municipal electronic office or in person at the registration offices.
